SUBJECT: Participation in Project Self Sufficiency - A U.S. Department of Housing and Urban
Development Pilot Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Director of Planning to submit an application for Project Self-Sufficiency to
the U.S. Department of Housing and Urban Development
BACKGROUND
Project Self-Sufficiency is a HUD Pilot Program to assist single, low income parents who
want to rise from welfare dependency to become socially and economically self sufficient.
The deadline for filing an application is July 20, 1984. The program design calls for
combining local public and private resources in the areas of child care, life skills, career
counseling, job. training and placement. Participants in the program must come from the
Housing Authority's waiting list for Section 8 rent subsidy certificates. If selected for
participation the Housing Authority would be provided with an additional allocation of
Section 8 existing certificates - to be used in conjunction with the Self-Sufficiency
Program.
According to the Contra Costa Advisory Committee on the Employment and Economic
Status of Women, women make up 63% of the County's poor adults. These identified local
problems the Employment Strategies Group recommended the creation of a Women's
Employment Support Group Project in East County. This program, which is currently in
operation on a pilot basis, would be the mechanism used to integrate the various support
services into a personal development program for single parents.
The Self-Sufficiency Program provides no administrative funds - only additional Section 8
certificates. At present, the Women's Employment Support Group Project has funding from
the Private Industry Council through October of this year. If the Self-Sufficiency Program
is approved for this County the minimal administrative funds necessary (estimate $10,000 -
15,000) to continue the program could be obtained, on a shared basis, from a number of
sources including the Private Industry Council, the Housing Authority, the Community
Development program, the Social Services Department and in keeping with the intent of the
Employment Stategies Group, from other private and public resources.
