TO: BOARD OF SUPERVISORS FROM: Supervisor Tom Torlakson 'tra Costa DATE: July 1,, 1984 County SUBJECT: COMMENDATION FOR ROD L I BBEY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Informational : On March 5, 1984, the Internal Operations Committee recommended that the Human Services Advisory Commission members be given Certificates of Appreciation from the Board of Supervisors for their activities, including the development of the Allocation Review Process. The Human Services Advisory Commission has called to my attention the outstanding staff support Rod Libbey,' Drug:-Prmgram Chief for the Health Services Department, has provided to the commission. Mr. Libbey has played an important role in developing and implementing the Allocation Review Process. Over the past nine months, he has been successful in educating the Drug Abuse Advisory Board as to their role in setting priorities and accepting methods to evaluate drug programs for FY 1984- 1985 funding. Rod has also spent many hours training the County drug program and private providers to use the process so that the Advisory Board, Drug Abuse Prevention Department and programs have consistent objectives and criteria. The Human Services Advisory Commission is extremely grateful to Rod and appreciates his dedication, sense of responsibility, and the additional hours of his own time he has applied to the Pilot Study for the Allo- cation Review Process. Recommendation: Present to Rod Libbey a Certificate, of Appreciation from the Board of Supervisors.
