HomeMy WebLinkAboutMINUTES - 07171984 - T.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 17 , 1984 , by the following vote: AYES: Supervisors Powers , Fanden , Schroder , Torlakson NOES: None ABSENT: Supervisor McPeak ABSTAIN: None -------------------------------------------------------------------- SUBJECT: Report on the Development of a Delinquency Prevention Policy Gerald Buck , County Probation Officer , and Judith Wood , Chairperson of the Contra Costa County Juvenile Justice Commission and the Delinquency Prevention Commission , appeared before the Board this day and formally presented the July 9 , 1984 report on the development of a delinquency prevention policy. Mr . Buck referred to the direction of Governor George Deukmejian in November of 1983 to the California Youth Authority and the Office of Criminal Justice Planning to convene a Youth Crime and Delinquency Prevention Workshop with the objective of developing a comprehensive State Policy on Prevention. He com- mented on the conferences held on this subject and the involvement and input of many groups and organizations in attempting to iden- tify and address issues relative to delinquency programs statewide . Judith Wood advised that the County Probation Department and the Commissions have been actively participating in this state- wide endeavor and of the effort put forth to solicit input from agencies in Contra Costa County for incorporation into the final statewide policy. Ms . Wood stated that the purpose of the Commission' s report is to provide the Board of Supervisors with the outcomes of the conferences and their products and to solicit the Board' s support and sponsorship for the development and activation of a County Policy on Prevention. She therefore recommended that the Board take the following actions: 1 . Appoint a member of the Board of Supervisors as a delinquency prevention liaison who can provide support and leadership at the local level; 2. Develop a Delinquency Prevention Plan for Contra Costa County in conjunction with the State Plan; 3. Designate a vehicle or agency that could coordinate existing programs as well as the development of new delinquency prevention programs and services; and 4. Initiate a public relations. and promotion effort to educate and promote greater understanding and participation of the community at large , private and public agencies and groups , including schools , churches , businesses .and charitable organizations . Board members commented on the recommendations presented , and Supervisors Fanden and Powers expressed an interest in serving as the Board' s liaison representatives . The Board also expressed an interest in having staff review recommendations 2 through 4 because of funding implications . Supervisor Tom Torlakson advised that it was his under- standing that the Human Services Advisory Commission (HSAC) is developing a County policy to include prevention programs related to alcohol abuse , drug abuse and mental health. He expressed a desire in 000208 -2- having a report from HSAC prior to the budget hearings in August 1984 and requested the County .Administrator to confer with staff of said Commission to determine the feasibility of receiving the report within the time frame indicated . There being no further discussion , IT IS ORDERED that receipt of the aforesaid program is ACKNOWLEDGED and that Supervisors Fanden and Powers are DESIGNATED as the Board' s liaison representatives . IT IS FURTHER ORDERED that the County Administrator is DIRECTED to review_ recommendations 2 through 4 and report to the Board .
