Approve in concept the new public health license fees recommended for imposition and direct the County Administrator to return to the Board with an implementing Resolution or Ordinance as soon as it i3 prepared. 2. Approve in concept the imposition of a hazardous waste generators' license fee and direct the County Administrator to return to the Board with an implementing Resolution or Ordinance as soon as it is prepared. 3. Approve in concept the imposition of an underground hazardous materials storage tank license fee and direct the County Administrator to return to the Board with an implementing Resolution or Ordinance as soon as it is prepared. 4. Approve in concept an increase in the solid waste disposal fee enacted pursuant to Resolution 83/1151 from 9t per ton to 10t per ton and direct the County Administrator to return to the Board with an implementing Resolution or Ordinance as soon as it is prepared. 5. Approve the attached Resolution increasing public health license fees, such fees to be effective August 1 , 1984. (Res . No . 84/422) 6. Direct the County Administrator to negotiate the terms of an increase in the hazardous waste tax with IT Corporation, Richmond Sanitary Service, and the City of Richmond and return his recommendations to the Board for further consideration. 7. Direct the County Administrator to review all of the above proposed fees and fee increases for possible impact if the "Jarvis IV" initiative is approved by the voters in November. In any instance where it appears likely that the fee or fee increase would be repealed by the passage of "Jarvis IV", the Auditor- Controller is directed to impound the increased revenue until after November 6, 1984. BACKGROUND: On June 12, 1984, the Board referred to our Committee a letter from the Interim County Administrator recommending fee increases and the imposition of new fees for public health and environmental health licenses and an increase in the hazardous waste tax. The County Administrator was ordered to advise all Chambers of Commerce in the County of the recommended changes and of the opportunity to provide any testimony to the Finance Committee on July 9. PEOPRU<g7 I � -Z- We met with the County Administrator and Assistant Health Services Director-- Environmental Health on July 9 and reviewed the proposed fees. We feel that all of the frees are appropriate and recommend their approval. Because of the possible impact of the "Jarvis IV" initiative on. some or all of these fees, the County Administrator recommended that any increased revenue from any of the fees which might be affected by "Jarvis IV" should not be spent until it is determined whether the initiative passes. .Mr. Simonsen from IT Corporation appeared and indicated his company has some problems with the proposed increase in the hazardous waste tax which he would be happy to try to negotiate with the County Administrator. No other testimony was presented and, therefore, we are making the above recommendations. S18-2.002 Art . 413-3.12 ) The Board of Supervisors of Contra Costa County resolves that : The fees currently charged for the following public health licenses prescribed by Article 413-3.12 of Chapter 413-3 of the Contra Costa County Ordinance Code do not meet reasonable expenses incurred by the health officer in issuing said licenses . In order that the prescribed fees meet (but do not exceed) the reasonable costs of the health officer in issuing said licenses , pursuant to Ordinance Code 518-2.002 (all section and article references are to the Ordinance code) , the following Article 413-3.12 license fees are increased as follows , and the fees prescribed in the corresponding Ordinance Code Sections are hereby superseded, beginning on August 1 , 1984 : 1 .
