Adopted this Order on July 10, 1984 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, Torlakson
NOES: None
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Hearing on request of Daniel Van Voorhis for the can-
cellation of Land Conservation Contracts 20-75 (1945-RZ),
and 21-75 (1944-RZ), pertaining to property owned by Doris
Wiedemann and Ann Wiedemann Kaplan, and a hearing on the
recommendation of the San Ramon Valley Area Planning
Commission with respect to rezoning application 2571-RZ and
approval of a Final Development Plan in the San Ramon
Valley area.
This being the time for hearing on the request of Daniel
Van Voorhis for the cancellation of Land Conservation Contracts 20-75
(1945-RZ) , and 21-75 (1944-RZ) pertaining to property owned by Doris
Wiedemann and Ann Wiedemann Kaplan, and a hearing on the recommen-
dation of the San Ramon Valley Area Planning Commission with respect
to rezoning application 2571-RZ to rezone approximately 1,070 acres
of land from Agricultural Preserve Designation (A-4) to Planned Unit
District (P-1), and approval of a Final Development Plan No. 3041-83
in the San Ramon Valley area; and
Harvey Bragdon, Assistant Director of Planning, described
the proposed project site and advised that an Environmental Impact
Report was filed for the project; and
The Chairman having opened the public hearing; and
Ilene Weinreb, representing the Bay Area Council, appeared
and advised the Board that her Association supported this project;
and
Dan Van Voorhis, appeared, and submitted for the record
the following:
1 . A package of materials which was forwarded to the
Board of Supervisors by letter dated June 28, 1984.
2. The Environmental Impact Report for the Canyon Lakes
General Plan Amendment phase; and
3. A series of blow-ups of maps found in the responses to
comments section of the General Plan Environmental
Impact Report.
4. A rendered copy of the Canyon Lakes preliminary
Development Plan and a copy of Dan Colemans' text for
the Preliminary Development Plan.
5. Recent traffic reports prepared by Barton Aschman
Associates, Inc.,
6. A series of exhibits prepared by Doug Dahlin Group,
Inc., Architect depicting the visual impact of the
proposed project.
7. Two recent news articles (dated July 8 and 10)
concerning housing needs; and

The Chairman having closed the public hearing; and
- - Supervisor Schroder havin? nnm-4-ed that. thin Project was
one of the largest in Contra Costa County and having commended Mr.
Van Voorhis for his work on this project, and having recommended
that the Board declare its intent to approve rezoning application
2571-RZ and Final Development Plan No, 3041-83, and to approve the
acknowledgment and certification of the Final Enviromental Impact
Reports, and to declare its intent to approve the tentative can-
cellation of Land Conservation Contracts 20-75 and -21-75.
Board members having considered the matter, IT IS ORDERED
that the aforesaid recommendations of Supervisor Schroder are APPROVED
and staff is directed to prepare the necessary resolutions to be
returned to the Board of Supervisors on July 17, 1984.
IT IS FURTHER ORDERED that Ordinance No. 84-29 giving
effect to the aforesaid rezoning is INTRODUCED, reading waived and
July 17, 1984, is set for adoption of same
