BACKGROUND/JUSTIFICATION In January 1984, the Recycling Committee began discussing the possibility of holding a Household Hazardous Awareness Day like those sponsored by the cities of Palo Alto and Sacramento. The Household Hazardous Awareness Day would allow residents of the County to properly dispose of hazardous materials found in their homes such as rat poison, oven cleaner, paint thinner, and pesticides. In December 1983, the Board of Supervisors created a 21 member Hazardous Waste Task Force. One of its tasks was to determine the best way(s) to maximize public knowledge and awareness about hazardous waste issues in order to generate the public participation in the process of resolving hazardous waste problems. To implement this charge, the Task Force estab- lished a sub-committee to develop a public education and information program. In May 1984, the sub-committee presented to the Task Force a proposed public involvement program. This program consists of two workshops, a conference, one public forum and a public awareness day. The sub-committee felt the Awareness Day would heighten public knowledge of: the hazardous waste problem in Contra Costa County; alternatives available to disposal of hazardous wastes; and proper disposal techniques presently available for hazardous wastes. As the Hazardous Waste Task Force has a large membership and hence perhaps a larger pool of resources to draw from, and as a Household Hazardous Waste Clean-up/Public Awareness Day is an ideal way to heighten public awareness of hazardous waste problems and solutions, the Recycling Committee recommends that the Board of Supervisors order the Recycling Committee staff to coordinate efforts with the Hazardous Waste Task Force in developing a Household Hazardous Waste Public Awareness Day. Staff effort and participation may include: involvement in the speakers bureau; assisting at the site(s) on the Public Awareness Day; utilizing County organizations to enhance public awareness, i .e.
