The Board of Supervisors of Contra Costa County, California
Adopted this Ober on_July 10, 1984 , by the following vote:
AYES: Supervisors Powers, Schroder, Torlakson
NOES: Supervisor Fanden
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Budget Committee Procedure Hearings
The Board received the recommendations of the Finance Commission with respect to the procedure
for Committee hearings on the 1984-1984 Fiscal Year Proposed Budget.
Supervisor Fanden commented on the County's fiscal problems and advised that she could not
support the recommendations unless there was input from disadvantaged citizens who must rely on County
services for health care and welfare.
Following discussion, there was agreement from three members of the Board to approve the
recommendations of the Finance Committee.
Therefore, IT IS SO ORDERED.

Dear Mr. Walton:
Based upon our discussion with you on May 25, 1984, and our subsequent
review of your proposed Redevelopment Project No.2 and your letter of
June 18, 1984, we have the following requests and comments.
1) With respect to the Riverview Fire Protection District, the Antioch
Development Agency will contribute $50,000 or 10% of the station
cost, whichever is greater, out of available increment toward fire
house relocation plan at the time of its implementation and establish
increased fire protection/prevention techniques for all project area
developments as mutually determined by the Riverview Fire
Protection District and the agency.
2) Pass through the 2% increment increase in assessed valuation arising
from the statutorily permitted rate of inflation for the County as well
as for all special districts, agencies and authorities governed by the
Board of Supervisors. The County would agree to allowing the 2% to
accumulate over the next five years which would provide sufficient
funds for the project to get underway with a payment to the County in
a lump sum at the end of the five year period of the accumulated
funds.
In the event the Agency elects to defer all or part of any payment due
to the County or special districts, agencies or authorities governed by
the Board of Supervisors during this five year period, the amount so
deferred shall bear interest at the rate(s) established for said period by
the State of California for its Local Agency Investment Fund. The
interest so-computed may be added to the lump sum payment.

3) In the event there is any County commitment for the "Standard Oil
Road Interchange" improvements that those commitments would be
assumed by the Agency.
4) Housing programs offered by the County Housing Authority and the
HCDA program in the City of Antioch that are in keeping with the
City's housing goals will be given first priority for the utilization and
leveraging of the 20% of the tax incremenet required to be used for
housing.
5) In addition to the specific recommended changes above, it should also
be noted although the proposed project will provide some public
improvements and increase in property values, it does not appear that
it will be significantly greater than would have occurred without the
project. However, it does accelerate the timing of the project and
provide a job base that would help create a better jobs/housing balance
in the East County. A proposed BART station is in close proximity to
the project and present experiences would lead us to believe that the
proposed uses for this project may result in under utilization of prime
developable property. We would urge you to consider developing a
plan which recognizes the land use and transit changes which are
anticipated to occur within the projected financing period of the
project and consider standards and flexibility of uses that will allow
for phasing projects over time for more intense uses.
