HomeMy WebLinkAboutMINUTES - 07101984 - 2.8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 10, 1984 , by the following vote: AYES: Supervisors Powers , Fanden , Schroder and Torlakson NOES: None ABSENT: Supervisor McPeak ABSTAIN: None SUBJECT: Potential Revisions to the Proposed County Budget Mr . Phil Batchelor , the County Administrator , having sub- mitted and reviewed his July 10, 1984 report on the potential revi- sions to the proposed County Budget following the Governor' s signing the State' s 1984/1985 budget , including comments on Health Services , Social Services , Property Tax Increase , Fund Balance and Local Government Funding Provisions; and The County Administrator having recommended that the Board take the following actions 1 . Acknowledge receipt of this report 2. Direct the County Administrator to report back to the Board on July 24 , 1984 as to the actions necessary to adopt a balanced budget . Supervisor Torlakson having inquired as to the status of the proposal that counties be allowed to use the interest on money borrowed (to loan to the Health Services Department to balance its budget ) as a credit toward matching funds for State AB8 funds; and Supervisor Torlakson having also inquired as to the status of legislation on Special District Augmentation funds and CSAC' s position thereon , commenting that there was an attempt by the State Legislators to take away the flexibility of local governments to set priorities for use of Special District Augmentation Funds; and Frank Fernandez, Assistant County Administrator , having reviewed said legislation; and Supervisor Powers having commented that if the legislation were passed , the County would end up with a balance in the Special District Augmentation Fund after funding the Special Districts , because these funds could not be used for the police services district (P-6) nor for the Library, and the Legislature would probably find a way to remove that balance from the County; and Chairman Torlakson having advised that he had received three requests to speak on the report of the County Administrator; and Dr. Stanley Hutter , Mental Health Specialist with Health Services Department , and President of the Mental Health Workers of Local 1 , Contra Costa County Employees Union, having appeared and having urged the Board to have as its top priority prevention of layoffs of staff , and having suggested that projected funds for new programs could be applied to current programs to prevent layoffs and to fund the projected 5% cost of living adjustment for contract agencies; and Henry Clarke , General Manager , Contra Costa Employees Union , Local 1 , having appeared and addressed the prosposed legisla- tion relating to Special District Augumentation Funds , and having also urged the Board to consider reform of the retirement program for safety employees so as to decrease county costs from the general fund , similar to the reform in the retirement program recently established for non-safety employees; and 000132 Supervisor Powers having commented that the issue of retirement program reform for safety employees might bean issue that the Government Review Committee may want to review; and Mr . Stuart McCullough, Assistant Health Services Director for Mental Health, having _ appeared and objected to the reductions for his Division as projected in the report of the County Administrator , stating that such reductions would eliminate his Division' s ability to do its work, and having commented on the cost of overuse of the Napa State Hospital; and Board members having discussed the matter; IT IS BY THE BOARD ORDERED THAT: 1 . Receipt of the report of the County Administrator is acknowledged . 2. The County Administrator is directed to report to the Board on July 24, 1984, as to the actions necessary to adopt a balanced budget . 3. The County Administrator is requested to prepare for Board consideration on July 17, 1984, a resolution relative to cre- diting the County with the amount of interest paid on money borrowed for operation of the Health Services Department as matching funds under the AB-8 formula . 4. The County Administrator is requested to prepare for Board consideration on July 17, 1984, a resolution requesting the County' s Legislative Delegation to support the position that Special District Augmentation Funds should remain flexible for use as the County determines and not be restricted nor subject to recall by the State , and that they assist the County by supporting amendments to AB 1849 which are needed to accomplish this flexibility.
