BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA In the Matter of ) Establishment of ) Contra Costa County ) RESOLUTION NO. 84/ 394 Money Management Project ) The Contra Costa County Board of Supervisors RESOLVES that: I. Program Established. Pursuant to Government Code 26227 the Board hereby establishes a program to provide a representative payee program for former conservatees. II . Program Name. This program shall be called: Contra Costa County Money Management Project. III . Program Description. a. The program will provide management services: specifically, the receipt, custody, and distribution of Social Security and Veteran benefits payments to persons: 1. for whom the Health Services Director formerly served as a conservator; and 2. who remain residents of Contra Costa County; and 3. who agree in writing that the Health Services Director, or designee, provide such service and agree to County reimbursement for the cost of services as provided in Exhibit A attached hereto; and 4. who, on account of mental illness or infirmity, are unable to prudently manage their income, as determined by the Health Services Director, or designee. b. The program will consist of accepting payments of Social Security and/or Veterans benefits, and maintaining individual checking/savings trust accounts .and disbursing those funds for the benefit of program participants. IV. Program Reimbursement. As authorized by each participant, when the balance of a participant's account at the end of any month is greater than $1,250 and less than $1 ,500, the program shall reimburse Contra Costa County 50% of the County' s direct costs for managing the recipient' s funds during such month; and when the balance of a participant' s account is greater than $1,500 at the end of any month, the program shall reimburse Contra Costa County 100% of the County' s direct costs for managing the recipient' s funds during such month. The County' s direct costs for managing the recipient's funds are its expenses for computer time, accountings, and checks and other bank charges, attributable to the recipient's account as determined from time to time by the Health Services Director, or designee. V. Policies and Procedures. The Health Services Director, or designee, is empowered to adopt procedures and policies for the operation of the Contra Costa County Money Management Project which are consistent with and within the scope of this resolution, and to publish same in the Conservatorship/Guardianship Program Manual of Policies and Procedures. VI . Effective Date. The program established hereby shall begin effective July 10 , 1984.
