BACKGROUND:
On May 1 , 1984, the Board referred to our Committee a report from Art Miner, Executive
Director, Private Industry Council , in response to a Board referral of November 3,
1983. Our Committee met with Mr. Miner and some of his staff on May 21 , 1984 to
review his report. Mr. Miner's report generally supports the concept of a Youth
Conservation Corps as a vehicle to employ otherwise unemployed youth and to accomplish
needed work for land management agencies, such as the East Bay Regional Park
District, East Bay Municipal Utility District, and Mt. Diablo State Park. Mr.
Miner notes that the East Bay Conservation Corps is already operating in Alameda
County and should be considered. if and when expansion to Contra Costa County is
possible.
A Youth Conservation Corps operates by having a private, nonprofit agency, `like the
East Bay Conservation Corps, contract with one or more public agencies dealing with
land management which need work done and which have money available to pay the youth
at least the minimum wage for their work. The major problem is finding public agencies
with sufficient funds to make a Youth Conservation Corps a viable enterprise.
Neither the County nor most other possible public agencies have funds available for
this purpose at the present time.
The Private Industry Council is making funds available to fund .twenty-three (23)
youth this summer through the East Bay Conservation Corps. The Private Industry
Council funds about 1500 youth each summer through the Neighborhood Youth Corps.
Expansion of the contract with the East Bay Conservation Corps beyond 23 slots
would significantly reduce the number of youth who can be served through NYC. This
is, however, a valuable start, which we hope can be continued.
