HomeMy WebLinkAboutMINUTES - 06051984 - F.4 TO: BOARD OF SUPERVISORS FROM: Finance Committee COtltra Costa '` DATE: June 4, 1984 �m SUBJECT: Use of Land Information System by Other Public Agencies SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $ BACKGROUND AND JUSTIFICATION RECOMMENDATION Our county should provide its Automated Land Information System software, free of charge, to other public agencies within California, when requested. BACKGROUND The County's Automated Land Information System has been and is continuing to be developed by in-house, county staff and totally at county expense. Other public jurisdictions have reviewed the system and expressed interest in it. Recently staff from Santa Barbara County conducted a two day on- site review of the Land Information System and subsequently requested that our county provide them with the system software. Inasmuch as the system has been developed as an in-house, county funded effort, the issue of providing the system software, free of charge, to other agencies was referred to our Committee for review. On May 21, 1984 our Committee met with the County Auditor-Controller, the Office Services Manager .(Data Processing) , the Director of the Land Information System Project, and staff of the Office of the County Administra- tor to discuss this matter. It was learned that it has been common practice among public agencies within the State to exchange information and computer software among themselves at no charge to the requesting agency. This has proven to be beneficial in that agencies are able to draw upon the experience and development efforts of each other and, in some cases, work cooperatively to improve automated systems to their mutual benefit. It does not appear desirable for our county to begin to charge other public jurisdictions for software developed by our county. The request by Santa Barbara County for receipt of the Land Information System software should be granted. Staff of the Data Processing Division and the Land Information System will discuss with Santa Barbara County staff the possibility of that county performing some improvements or modifications of the software which would be of mutual benefit.
