SUBJECT: Funding for Concord Convention and Visitors Bureau
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Allocate an additional amount of $12, 393 to the Concord Convention and
Visitors Bureau for promotional services provided during the 1983-1984
fiscal year.
2. Retain in committee the Bureau' s 1984-1985 funding request to be
considered in conjunction with review of the 1984-1985 County budget.
BACKGROUND
On April 30, 1984 your Board referred to our Committee the issues of
additional funding for the Concord Convention and Visitors Bureau for the
1983-1984 fiscal year and the Bureau's requested funding for the 1984-1985
fiscal year. On May 21, 1984 our Committee met with representatives of the
Bureau and the County Administrator' s Office to discuss these issues . It
was determined that discussion of the 1984-1985 funding request would be
withheld pending consideration of the 1984-1985 county budget.
With regard to the requested additional funding for the 1983-1984 year,
the Board recommended on December 19, 1983 that the additional funds
($12, 393) be provided if such amount was realized through increased
transient occupancy tax collections over the 1982-1983 fiscal year. In
addition, the Board requested that the Bureau provide it with specific
goals, objectives and evaluation criteria related to the Bureau' s operations.
At our May 12, 1984 meeting the Committee was provided with the Bureau' s
1983-1984 goals and objectives. It was indicated by the Bureau's Executive
Director that a projected multi-year budget and program evaluation criteria
have not yet been established. These items are to be developed during the
next year.
Review of the transient occupancy tax collections for the Sheraton Inn
(unincorporated area) for the current fiscal year indicates that through
the first three quarters of the fiscal year the county has received $139 , 742.
This amount is almost exactly equal to the $139,569 received from the
Sheraton Inn during all of the 1982-1983 fiscal year. The General Manager
of the Sheraton Inn indicated that the fourth quarter collections will be
significantly higher than those received for the third quarter. Inasmuch
as it is projected that transient occupancy tax collections for the 1983+41984
year will substantially surpass those received in 1982-1983 year, it is
recommended that the additional funds be allocated as previously requested.
