Adopted this Order on June 5 , 1984 by the following vote:

SUBJECT: Allocation of $22,000 from the County
Special District Augmentation Fund to
the Ambrose Recreation and Park District
Mr. Edward Spencer, Jr. , Ambrose Recreation and Park District
Administrator, having appeared before the Board of Supervisors on this
date in connection with a scheduled Finance Committee report regarding
the district's request for an allocation of $22,000 from the Special
District Augmentation Fund needed to cover district expenditures through
the 1983-1984 fiscal year; and
Mr. Spencer having indicated that the district has taken
measures to reduce expenditures in an effort to stay within its budget
allocation; and
Mr. Spencer having further indicated that the requested alloca-
tion is necessary to continue operation through the end of the fiscal
year and that without said allocation the district will not be able to
fund the June 1984 pay periods , the first of which is June 8 , 1984; and
The Finance Committee having agreed to approve the district' s
request with the condition that the adjusted budget for fiscal year 1983-
1984 will become the new base figure for the district and will not be
increased for the 1984-1985 fiscal year; and
Mr. Spencer having agreed with this condition indicated that
the district would operate within that amount for fiscal year 1984-1985.
IT IS BY THE BOARD ORDERED that the recommendation of the Fin-
ance Committee be APPROVED and that $22,000 be allocated from the County
Special District Augmentation Fund to the Ambrose Recreation and Park
District subject to the above condition.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Disapprove request for an additional allocation of $21,000 of Special
District Augmentation Funds for 1983-1984 fiscal year operating requirements.
BACKGROUND
The Finance Committee, with Supervisor Schroder present, met on May 21 ,
1984 , to consider the request of the Ambrose Recreation and Park District
for funds estimated to be required to cover operations until the end of
the current fiscal year. Mr. Edward Spencer, Jr. , District Administrator,
spoke in behalf of the request asserting that a discrepancy in computing
the carryover balance for the 1983-1984 fiscal year results in the short-
fall. Representatives of the County Auditor-Controller's Office and County
Administrator' s Office disagreed with this assertion and explained that
the Ambrose Recreation and Park District budget had been calculated as
all other district budgets. Additionally, the County Administrator ' s
Office pointed out that the Finance Committee had heard this matter
earlier this year and the district advised at that time that program
reductions should be made. Mr. Spencer contended that program cuts would
be impracticable with the limited staff of 6 .5 maintenance personnel and
three administrative support persons. C. E. Dixon, Interim County
Administrator, recommended against the expenditure to preclude establishing
the precedent of bailing districts out on failure to make budget reductions.
Supervisor Schroder expressed concurrence and advised he would confer with
Supervisor McPeak on the issue prior to preparation of the Committee ' s
report.
