HomeMy WebLinkAboutMINUTES - 06051984 - F.1 TO: BOARD OF SUPERVISORS FROM: Finance Committee Contra Costa DATE: May 21 , 1984 County SUBJECT: Evaluation of the Rubicon Garden Center Vocational Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Acknowledge receipt of report of Finance Committee. BACKGROUND: In approving an augmentation to the Rubicon contract in 1983-1984 to maintain the Garden Center program., the Board specifically directed that the Garden Center program not be funded beyond June 30, 1984. Our Committee met with staff from Rubicon Programs on March 26, 1984 and reviewed the evaluation they had done of the Garden Center program. We reported this matter to the Board on April 3, 1984 and the Board directed, at our recommendation, that the Acting Health Services Director complete his evaluation of the Rubicon Garden Center Vocational Program; return this matter to the Finance Committee, and directed our Committee to report back to the Board so that a final decision on funding could be made before June 30. We met with staff from Rubicon Programs and the Health Services Department on May 21 , 1984 and received reports from Stuart McCullough, Assistant Health Services Director, on his review of the Garden Center Program, as well as an additional report from Rubicon Gardens. Mr. McCullough recommended a three-month contract extension from July 1 , 1984 through September 30, 1984 to allow sufficient time for 1984-1985 contract negotiations, which are contingent upon the level of funding available for this program depending on decisions made at the June 19 "Beilenson" hearing. Supervisor Schroder has visited the Garden Center Program and notes that it is a very extensive and attractive facility and is undoubtedly performing a valuable service in the community. However, because of the uncertainties of the 1984-1985 budget, the remaining deficit in the Health Services Department which must be dealt with, and the previous action of the Board in refusing to include an automatic extension in the contract, our Committee believes that it is not appropriate to continue funding of this program at this time. Since the contract automatically terminates June 30, 1984, no action is required by the Board to terminate the Garden Center Program and we would, therefore, recommend that the Board simply acknowledge receipt of the report and take no further action at this time.
