informing the Board of energy-related funds coming to the
State resulting from settlements of pricing violations for
petroleum products, and requesting input from the Board
with regard to expenditure of said funds for the development
of new energy programs.

(adjacent to the City' s Corporation Yard) , and requesting
the Board to approve said purchase.

3. 4 Letter from William H. Crooks, Executive Officer, California
Regional Water Quality Control Board - Central Valley Region,
3201 S Street, Sacramento95816, requesting the Board' s help
in updating the region-wide Project Priority List to provide
State and Federal funding for publicly owned wastewater
treatment plants. Mr. Crooks is requesting that comments
regarding any revisions to Contra Costa County' s projects
be transmitted to him by June 12, 1984.

3. 5 Letter from Bernadette Carroll, City Clerk, City of Concord,
1950 Parkside Drive, Concord 94519, supporting the concept
that the Board provide leadership in seeking and imple-
menting landfill site alternatives, and requesting that
the Board consider all available alternatives including
but not limited to the proposal of Central Contra Costa
Sanitary District.

3. 6 Letter from Diana Patrick, 1310 Marina Vista, Martinez 94553,
expressing support for the request of the Chairman of the
Committee to Reform Spending Practices that the Board of
Supervisors consider adopting a resolution endorsing a
proposal that the State Legislative Contingency Fund under
the State Controller be subject to audit. She expressed
the opinion that it is appropriate that all public money
spent by any governmental body be subject to accountability.
***COMMENTS BY COUNTY ADMINISTRATOR - The Board previously
considered the matter and determined that it was one for
consideration by the legislators.

3. 8 Letter frown Ralph Emerson, Chairperson, Area Council Chair-
persons Committee, 2425 Bisso Lane, Suite 120, Concord 94520,
expressing concern with delegate agencies not attending area
council meetings, nor submitting written monthly activity
reports. Mr. Emerson noted that there were variances with
respect to responsibility of delegate agencies to the Area
Council, inquired why the variances were permitted, and
requested clarification and possible correction in the 1985
Work Program and Local Plan for Contra Costa County.

3.9 Letter from Bob Adams, Chairman, Sonoma County Board of
Supervisors, 575 Administration Drive, Room 100A, Santa
Rosa 95401, expressing concern regarding the rise of physical
and sexual child abuse in California. He forwarded a copy of
a resolution adopted by Sonoma County' s Board of Supervisors
and asked Contra Costa County to adopt a similar resolution
urging the State to adequately fund Social Service Programs
that protect children.

3. 10 Letter from Dewey E. Mansfield, Executive Officer, Local
Agency Formation Commission (LAFCO) , submitting' a copy of
the 1984-1985 budget adopted by said Commission at its
May 9, 1984 meeting.

3. 11 Letter from Roger B. James, Executive Officer, California
Regional Water Quality Control Board, San Francisco Bay
Region, 1111 Jackson Street, Room 6040, Oakland 94607,
expressing concern about delays in establishing an upland
landfill site for Central Contra Costa County, and
requesting the Board provide, by November 1, 1984 and every
six months thereafter, a report describing the progress
and actions taken to establish a site for a sanitary land-
fill to serve Central Contra Costa County, said site to be
operational when the current landfill sites are at capacity.

3. 12 Letter from Patricia Larson, Chairman, Board of Supervisors,
County of Riverside, Fourteenth Floor, 4080 Lemon Street,
Riverside 92501, requesting the Board to support a resolution
to be submitted by Riverside County urging the adoption of
the Model for California Mental Health Programs, developed
by the "Legislative Work Group" , as the standard for local
mental health services. She requested the Board' s support
in urging the State to place a high priority on the develop-
ment of a five year plan to implement the Model with adequate
resources provided by the State.

3. 13 Letter from Frances Greene, Director, Pre-School Coordinating
Council, Inc. , 1760 Chester Drive, Pittsburg 94565, in
response to calls regarding the reopening date for the
Pittsburg Pre-School, stating that although the office is
now located in the new building, the school will not open
until the licensing is complete.
