HomeMy WebLinkAboutMINUTES - 06051984 - 2.5 BOARD OF SUPERVISORS Director of Planning Contra Costa DATE: June 5, 1984 SUBJECT: State Coastal Conservancy Land Mitigation Bank SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACMWKX PD APD JUSTIFICATION RECOMMENDATION: Approve initial support of the mitigation lands inventory with greater County government coordination and review, and later. consideration of the mitigation bank when more particulars are .known. Approve recommendation that the Board request the Conservancy to include the Director of Planning in Working Group' activities pertaining to the establishment of the mitigation land bank in Contra Costa County, and that the development of the inventory be coordinated through the County Planning Department. BACKGROUND AND JUSTIFICATION: On May 15., 1984 the Board referred to the Director of Planning the State Coastal Conservancy's proposal to carry out a "San Francisco Bay Mitigation'Bank/Wetland Enhancement Project" which would include the establishment of a mitigation land bank (or banks) for Contra Costa County. The, CoastalConservancy notified the Board that it was proceeding with a pilot project-tr'Sonoma County and wished to conduct mitigation wetlands inventories in other parts of the Bay Area. They requested the Board to either support its overall proposal for a mitigation land bank for Contra Costa County, or, to at least support its "first phase" inventory project at this time. We recommend that the Board initially support the mitigation lands inventory, but with greater County government coordination and review, and act later on the mitigation bank when more particulars are A nown. The Planning Department previously supported the concept of a mitigation land bank (November 18, 1983, memorandum to Supervisor Powers) and believes that the State Coastal Conservancy is an appropriate sponsoring agency. Earlier Planning had recommended the extension of Coastal Conservancy's area of operations to include the Bay Conservation and Development Commissions's jurisdiction. Our present concerns, then, are with how a land bank would be operated and coordinated with our County's policies and programs, and that mitigation land costs are kept at reasonable levels. If the Board supports the"first phase" inventory project, we want to participate in the oversight activities of the Conservany's Work Group and review the development of the inventory.
