and THE CONTRA COSTA COUNTY REDEVELOPMENT AGENCY
Adopted this Order on_June 26, 1984 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, McPeak,Torlakson

SUBJECT: Redevelopment Plan for the Pleasant Hill BART Station Area
This being the date/time fixed for the joint public hearing of the Contra Costa Redevelopment Agency
and the Contra Costa County Board of Supervisors on the proposed Redevelopment Plan for the Pleasant Hill
BART Station Area and the Environmental Impact Report(EIR) on the Plan, the Clerk called the roll of Board/
Agency members sitting in a dual capacity for the joint hearing. The Chairman stated that a court reporter was
present and that each person wishing to speak and present testimony would be sworn in by the-Clerk.
Harvey Bragdon, Assistant Planning Director, presented the goals and objectives for the
redevelopment area, reported on steps previously taken, commented on existing conditions which constitute
blight in the area, indicated the tools available to revitalize the project area, and outlined the significant findings
of the EIR and proposed mitigation measures. Mr. Bragdon stated that the Redevelopment Plan has the
unanimous endorsement of the County Planning Commission.
Lee Rosenthan of Goldfarb&Lipman, special counsel to the Redevelopment Agency, advised that the
Redevelopment Plan and EIR have been available to the public since May 22, 1984. He stated that notifica-
tion of the public hearing was published for five successive weeks in the Contra Costa Times, and notification
was forwarded by certified mail to each property owner and taxing agency within the project boundaries.
The Clerk read and incorporated into the record letters referring to the Jones Road Extension portion
of the Redevelopment Plan from the following property owners:
Emil M. and Edith L. Bergh
Philip R. and Karen M. Bray
K.W. and Mary J.Voertman
The Chairman opened the public hearing and invited those desiring to speak to come forward.
Mr. Bob Doyle, Ease Bay Regional Park District, expressed his support for the Redevelopment Plan.
He stated however,that the Plan was 700 feet short of connecting into the Contra Costa Canal trail system,
which is a major east-west County transportation corridor. He felt that since the emphasis on the
Redevelopment project is to encourage pedestrian access to the BART station,the connection into the trail
system should be made at this time. Mr. Doyle stated that the East Bay Regional Park District does not have
the revenue to build the trail but that they are committed to maintaining any trail system that is built.
Mr. Emil M. Bergh, 11 Birch Drive,Walnut Creek 94596, was sworn in and expressed the concerns of
the property owners adjoining the proposed Jones Road Extension with respect to possible noise, drainage,
and safety problems.
Mr. Bob Pond, representing the Mayor Walnut Creek,was sworn in and stated that the City of Walnut
Creek supports the inclusion of the 700-foot strip of abandoned Southern Pacific right-of-way in the
Redevelopment Plan.
Mr. Robert Jensen, 3123 Wayside Lane, Walnut Creek, was sworn in and expressed his opposition to
the Redevelopment Plan.
Mr. Ed Dimmick, 100 Brockhurst Court,Walnut Creek, representing the Walden Association, was
sworn in and expressed concern with the condemnation policy. He stated that the association has some
suggestions and recommendations to present to the Redevelopment Agency at a later time.
Mr. Richard Carny, 1214 Alder Wood Road,Walnut Creek, was sworn in and expressed his opposition
and urged the Board to delay decision on the Redevelopment Plan until all the issues could be addressed.
All persons desiring to speak having been heard, the public hearing was closed.
After discussion by Board members, IT IS ORDERED that the ordinance adopting the Redevelopment
Plan for the Pleasant Hill BART Station area is INTRODUCED, reading is WAIVED, and July 10, 1984, is
FIXED for adoption.
IT IS FURTHER ORDERED that the Director of Planning is DIRECTED to investigate means of
financing the acquisition of the 700-foot strip necessary o connect with the existing trail system and including
said connection in the Redevelopment Plan.
IT IS FURTHER ORDERED that the Director of Planning is DIRECTED to review future fire protection
services in the Redevelopment Area.
