THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on June 26, 1984 , by the following vote:

SUBJECT: Problems with Sewer System, Discovery Bay Area
Supervisor T . Torlakson brought to the attention of the
Board concerns expressed by residents in Discovery Bay with respect
to incidents of raw sewage spilling into the streets , swimming and
other recreation areas . He commented on the need to identify the
cause of the problems in .the sewer system (located within Contra
Costa County Sanitation District No . 19) as well as the need to
correct any deficiencies in the system . He advised that he met with
residents in the area who have requested a better maintenance
program for the system , the installation of an alarm system to warn
of malfunctions , and a proposal to provide for the construction of
catch basins at specific locations to prevent raw sewage con-
taimination of the lakes and lagoons if the sanitation system should
develop a problem.
M . Walford , Public Works Director , remarked on the
seriousness of the problem and noted that in each case the spills
occurred as a result of an equipment failure in some part of the
sanitation system . He spoke of actions taken to reduce the
occurrence of the spills by installation of a warning system to
alert appropriate staff if an equipment malfunction occurs . Other
mitigation measures included cleaning the lines , consultations with
representatives of the Hoffman Company (the developer) and engineers
in the Central Contra Costa Sanitary District . Mr . Walford advised
that he is currently negotiating a contract with John Carollo
Engineers for consulting services to review the system and make
recommendations for correcting the problems and improving the
system' s reliability as a whole . Mr . Walford advised that the
consultant' s study would cover a two-month period at a cost of
$16,000. The Public Works Director also presented a suggestion
for the establishment of an Advisory Committee for Sanitation
District No . 19 to be comprised of five members from the existing
Citizens Advisory Committee for County Service Area M-8 and to
provide for two additional members having experience in sanitation and
related areas .
Supervisor Torlakson noted that several residents from the
Discovery Bay area were -present and desired to present testimony.
Cheryl McDonald , President , Discovery Bay Property Owners
Association , P . 0 . Box 666, Byron 94514, spoke on the frustrations
and concerns of the residents who have been affected by the malfunc-
tion in the sewer system. She referred to ;,the $519,000 budget ,
commented on certain expenditures , and expressed concern that the
budget may be mismanaged . Ms . McDonald felt that the present level
of funding in the budget was adequate for the maintenance and opera-
tion of the system. She submitted the following requests of the
Improvement Association to mitigate the problems:
1 . Assignment of two full-time employees to maintain and
operate the system .
2. Provision for monitoring of the Discovery Bay System
24 hours daily.

4. Establishment of an equipment maintenance schedule
in accordance with the manufacturer's recommendations
with a quarterly report being submitted to the
Discovery Bay Property Owners Association verifying
compliance with the established schedule .
5. Provide for the storage of replacement parts in a
readily accessible facility.
Ms . McDonald also commented on the procedures used to
notify residents of said incidents and indicated that improvement
was need in this area .
Supervisor Torlakson read into the record written comments
of the following concerned residents who supported the position of
the Property Owners Association:

Davis Sears , 5440 Beaver Lane , Byron;
Robert Waldman , 1062 Willow Lake Road , Byron.
Board members discussed the issues presented and expressed
agreement that action must be taken to mitigate the problems as
stated . Supervisor S . W. McPeak recommended that an audit be made
of the financial records of Sanitation District No . 19 .
IT IS BY THE BOARD ORDERED that the Public Works Director
is AUTHORIZED to negotiate and execute a contract with John Carollo
Engineers at a cost of $16,000 to review the Discovery Bay System
with the condition that a preliminary report be submitted to the
Public Works Director within 30 days .
IT IS FURTHER ORDERED that an audit of the financial
records of Sanitation District No . 19 be conducted as soon as
possible with a report to the Board on same.
IT IS FURTHER ORDERED that the issues presented by the
Discovery Bay Property Owners Association are REFERRED to the Public
Works Director .
