R-9 Committee, 4231 San Pablo Dam Road, E1 Sobrante 94803,
recommending to the Board that a resolution be passed
allowing R-9 funds of $29, 000 to- be disbursed to East Bay
Regional Park District to construct an amphitheater at
Kennedy Grove Park.

3. 2 Letter from Huston T. Carlyle, Jr. , Assistant to the
Governor for Local Government Affairs, Governor' s Office,
Sacramento 95814, advising that many questions and comments
have been received with respect to the proposed plan of
Governor George Deukmejian aimed at making more surplus
water available to users while providing guidelines for
improved water quality as well as protection for the
environment. Mr. Carlyle provided information pertaining
to how the plan would affect Contra Costa County and the
San Francisco Bay area.

3. 6 Letter from Dean S. Lester , Publisher/Chairman of the Board, .
Lesher Communications, Inc. , 2640 Shadelands Drive, P.O.
Box 5166, Walnut Creek 94596,. advising that' the State is
once again considering the sale of the proposed State
College site located on Ygnacio Valley Road (within the city
limits of Concord) and requesting that the Board communicate '
to the State its support for the retention of the site and
the development of a college thereon. (The Board on June 19,
1984 authorized the Chairman to send a letter to the
Commission on California State Government Organization and
Economy expressing the Board' s support for the retention
of the site. )

3.7 Letter from Lee Johnson-Kaufmann, Ph.D. , Chair , Human
Services Advisory Commission, in response to Board referrals
pertaining to proposed changes in funding of the alcohol
and drug abuse programs. The Commission took a position in
opposition to changes in the alcohol and drug abuse programs
as suggested in the proposed block grant legislation for the
reason that the current State-wide programs which rely
heavily on the services provided by private contracts are
cost effective.
