HomeMy WebLinkAboutMINUTES - 06261984 - 2.8 2 d' THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 26, 1984 by the following vote: AYES: Supervisors Powers, Fanden, Schroder , McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: City-County Financing Proposals In a June 22, 1984, letter to the Board, C. E. Dixon, Interim County Administrator, advised that during the preparation of the proposed budget two areas of concern were identified relative to the financing of city and county services. The first concern deals with the revenue reduction to the County as a result of the for- mation of new cities and city annexations. The principal revenues involved deal with the transfer of the sales tax and the property tax base from the County' s jurisdiction to that of the cities. He noted that while sales tax revenue increased for the cities during the period of 1979 to 1984, the County' s allocation of sales tax revenue has dropped while the demand for countywide ser- vices has increased. Since it is unlikely that efforts to correct the sales tax sharing by the cities and County would be successful due to the cities' reluctance to give up an existing revenue base, Mr. Dixon proposed re-evaluating the existing agreement between the cities and County relative to the transfer of property tax base and incremental growth to cities upon annexation. He expressed the belief that the existing formula is one-sided in favor of the cities and recommended that the matter be studied by county staff in con- junction with the cities' staffs in order to develop a more equitable formula. Mr. Dixon indicated that the new formula should recognize the relative financial positions of the cities as well as the type of property included in annexations together with the planned land use. The second concern deals with animal control services. Currently, Contra Costa County subsidizes the costs of providing animal control services within the incorporated areas of all cities excluding the City of Antioch. Excluding the population of the unincorporated area which the County is required to serve and the population of the City of Antioch which presently provides its own animal control services, it has been determined that 75 percent of the population served live within incorporated cities where the net cost of providing said services is properly a city charge. Mr. Dixon referred to the recommendation in the Proposed Budge that the cities be asked to contract with the County effective January 1, 1985, to pay their share of the unreimbursed animal control costs based upon the population in the participating cites. He recommended that staff be directed to discuss this proposal with the City Managers Supervisor T. Powers referred to issues relative to new incorporations (such as the proposed incorporations of Alamo and Orinda) that are being considered by the Local Agency Formation Commission (LAFCO) . He recommended that said proposed incor- porations also be considered in conjunction with city-county financing issues. 00 296 Board members being in agreement, IT IS ORDERED that the Finance Committee (Supervisors Schroder and McPeak.) is REQUESTED to rPview .said .recommendations.
