Adopted this Order on June 19, 1984 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder , Torlakson
NOES: None
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Proposed Amendments to State
Legislation AB 3805
Supervisor Tom Torlakson advised the Board that on June 25,
1984 the Senate Finance Committee will consider AB 3805 (Assemblyman
Robinson) which provides for the funding of County jails with
Propositions 2 and 16 bond monies together with. an additional $175
million allocation from the State General Fund. He noted that Contra
Costa County has been supporting AB 3805 but expressed reservations
with amendments being proposed that could undermine jail planning in
the state by eliminating the allocation of State General Fund monies.
If the amendments are approved, AB 3805 would be an allocation vehicle
for Propositions 2 and 16 bond funds only on a "first come, first served"
basis. Thus, counties would be under great pressure to hurry the
planning process which could result in poorly designed and inefficient
jails. In addition, there would be no guarantee of funds being avail-
able when counties are ready to proceed with their projects.
Supervisor Torlakson recommended presentation of another
alternative which is based upon the Proposition 2 review process and
funding levels and would require an additional allocation of $23 million
($553. 2 million) , and requested that he be authorized to execute a letter
to Senator Daniel E. Boatwright urging support of this recommendation.
Board members being in agreement, IT IS ORDERED that the
recommendation of Supervisor Torlakson is APPROVED.
