THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on June 19 1.984 , by the following vote:
AYES: Supervisors Powers , Fanden , Schroder , Torlakson
NOES: None
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Central Contra Costa Sanitary District proposal on
Solid Waste Management
The Board this day heard a presentation by, a represen-
tative from Central Contra Costa Sanitary District - with respect to
their proposal to conduct a landfull siting study and an update of
resource recovery options for the Central County area . Parke
Boneysteele , a member of the Board of Directors , commented on said
District' s concerns relative to available landfill capacity and
alternative methods of waste disposal . Roger Dolan , Chief Engineer
and General Manager of Central Contra Costa Sanitary District , .
described the proposal and requested the Board to authorize County
staff participation in said study.
Jane V. Bulman , former Mayor , City of Concord , member of
the Concord subcommittee on Solid Waste Management , and the County' s
Solid Waste Management Commission , expressed the need for a study
such as the one being proposed and urged the Board' s participation
in same .
Sanford Skaggs , attorney, representing Acme Fill
Corporation, advised that his client has maintained a neutral posi-
tion on Central Sanitary District' s proposal , and referred to provi-
sions of the existing Solid Waste Management Plan which allows the
private sector until January 1985 , to acquire a permit for a new
landfill site . He expressed concern with respect to a time element
for the study proposed , the lack of consideration of West County
needs in landfill sites , and also the lack of consideration of pro-
posals to import/export garbage . Mr . Skaggs advised that Acme is
also looking at other sites and options relative to the disposal of
garbage .
Supervisor Powers recommended that the Board request the
County Administrator to review the study in terms of evaluating the
financial elements implied therein , the timing, scope and process of
the study and the governance organization for such a study, and also
to examine any pending proposals for dealing with solid waste
disposal .
Supervisor Fanden recommended that the Board approve
in concept the study being proposed by the Central Contra Costa
Sanitary District with the inclusion of the following
recommendations:
1 . Develop criteria for selection of a Central County
landfill site;
2. Identify three to six landfill sites;
3. Characterize Central County Solid Waste' Stream;
4 . Evaluate the selected landfill sites;
5 . Perform preliminary evaluation of the role of waste to
energy recycling and composting;
6. Evaluate cost of financing alternative;

7. Develop and implement an effective public par-
ticipation process and .refer the issue to the County
Administrator for a report back to the Board no later
than two weeks on the issues raised with respect to
staff time and cost that would be involved in this
study;
Board members discussed the feasibility of the County's
participation in the study and expressed . a willingness to endorse
same .
There being no further discussion , IT IS BY THE BOARD
ORDERED that the concept of the Central Contra Costa Sanitary
District as presented is hereby ENDORSED and the staff is REQUESTED
to review the issues presented and report on the costs of County
personnel participating in the study.
