County DATE: June 19, 1984 SUBJECT: Problems Resulting from Backup of Sewer. Lines Board Referral : April 3, 1984 Specific Requests or Recommendations & Background & Justification RECOMMENDATION Acknowledge Receipt of Report BACKGROUND On April 3, 1984, "the Board requested the Public Works Director to report on what preventive measures are utilized by the sanitation districts governed by the Board of Supervisors to prevent sewage backup into homes. This request was precipitated by a letter received from Mr. Ray C. Horne to the Board requesting the appointment of a task force to investigate this problem in every sewer district within the jurisdiction of the Board. The Environmental Control Division of the Public Works Department provides sewer service to the County Sanitation Districts under the jurisdiction of the Board of Supervisors. These sanitation districts are: Sanitation District No. 5 - Port Costa, Sanitation District No. 15 - Bethel Island, Sanitation District No. 19 - Discovery Bay, and Sanitation District No. 7A - Zone 1 - West Pittsburg (Joint Powers to which the County is a member). One of the major tasks of operating and maintaining the sewage collection and treatment system is to perform routine line cleaning maintenance on the collection system to prevent sewer backups. In addition to this routine maintenance, the District standards (same as the Central Contra Costa Sanitary District) require a backwater overflow device be installed where the surface elevation of the nearest upstream sewer structure on the main sewer is less than 12 inches lower than the lowest floor elevation of the building connected. Essentially, this is a cleanout with a device designed to direct "backup" sewage to run outside of the house, rather than inside. Where we suspect that there is a plumbing facility inside the house tba_t is lower than the elevation of the cleanout, we encourage the resident to install a check valve in their sewer line, in addition to the overflow device. In reviewing plans for new projects, we attempt to have all new sanitary sewer collection systems designed in such a way to divert the overflow onto the road surface and into storm drains before backing up into the house laterals. The Public Works Department does not feel the appointment of a task force to conduct further investigation on this issue is necessary.
