SUBJECT: Transfer of Unallocated Federal Aid Urban Funds to Federal Aid
Primary System
Specific Requests or Recommendations & Background & Justification
RECOMMENDATION
Approve the recommendation of the Urban System Technical Advisory Committee to temporarily
transfer approximately $2 million of Contra Costa County's unallocated San Francisco/
Oakland Urbanized Area Federal Aid Urban apportionment to the Federal Aid Primary System
providing suitable repayment provisions are enacted.
BACKGROUND
On March 28, 1984 Leo J. Trombatore, California Director of Transportation, by letter
expressed concern that California's Federal Aid Urban (FAU) apportionments had about 15
percent of the nation's unobl-igated balance. Congress and the administration is concerned
about California's unobligated FAU apportionment and could possibly consider reduction
or elimination of the FAU program.
The Department of Transportation expects to fall short about $68 million for ready-to-be
advertised construction projects on the Federal Aid Primary (FAP) system before October 1,
1984. In his letter Mr. Trombatore requested the Federal Aid Advisory Committees of Los
Angeles/Long Beach, San Francisco/Oakland, San Diego and Sacramento approve the transfer
of $68 million of unobligated apportionment from the Federal Aid Urban to Primary System.
He further stated that repayment provisions with each urbanized area will be negotiated
so that FAU funding will be guaranteed when needed.
The Metropolitan Transportation Commission (MTC) recently recommended to the California
Director of Transportation that $20 million of unobligated San Francisco/Oakland FAU area
funds be temporarily transferred to the FAP system. Of that $2 million will come from
Contra Costa County.
On June 8, 1984 the Contra Costa County Urban System Technical Advisory Committee approved
and now recommends that the Board of Supervisors support the MTC recommendation and Approve
the temporary transfer of the County's FAU unobligated apportionment to FAP providing
suitable repayment provisions are enacted.
