Miner, Director Contra Contra Costa County Private Industry Council JIc W DATE: June 12, 1984 _ County SUBJECT: AUTHORIZATION TO SUBMIT MODIFICATION #3 TO 1983-1984 JTPA GRANT TO INCORPORATE JTPA TITLE III DISLOCATED WORKER GRANT (COUNTY 419-8026-4) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation That the Board AUTHORIZE the Chair to execute and submit Modification #3 to the County's FFY 1983-1984 JTPA Interim Plan/Subgrant Agreement (County #19-8026-4) which incorporates the County's JTPA Title III Dislocated Worker Plan including $200,000 in additional funds to the State of California Job Training Partnership Office (JTPO), to provide training and training-related services to an estimated two hundred (200) dislocated workers within the County's Service Delivery Area (SDA) during the period beginning June 1, 1984 and ending June 30, 1985. And further, that the Director, Contra Costa County Private Industry Council, is AUTHORIZED to make non-substantive changes to said document as may be required by the State of California. Background On November 8, 1983 the Board authorized submission to the JTPO of the County's FFY 1983-1984 JTPA Title III Dislocated Worker Plan in the amount of $270,000. The State Job Training Coordinating Council's (SJTCC) subcommittee reviewed the proposal and returned it to the Contra Costa County Private Industry Council with the request that minor revisions be made and the proposal be resubmitted for an amount not to exceed $200,000. On December 13, 1983 the Board authorized resubmission of the proposal in the amount of $200,000. On March 29, 1984 the Contra Costa County Private Industry Council received a Letter of Authorization from the JTPO awarding the Board $200,000 in Title III funds subject to the submission of an Amendment to the 1983-1984 JTPA Interim Plan/Subgrant Agreement to the JTPO by June 30, 1984. This Modification incorporates the Title III Plan and the $200,000 for a new total of $4,016,691 in federal funds available for County's JTPA programs through June 30, 1985. The Title III Dislocated Worker grant contains an Inkind Match requirement of $63,700. No County funds will be required to meet this match requirement. The Inkind Match will be satisfied with Unemployment Insurance (U.I.) payments to program enrollees and hours of service donated by volunteers from the "Support Line" and "ASK for US" programs.
