BACKGROUND On February 7, 1983, the Community Services Department entered into a contract with Pacific Gas and Electric through the California Nevada Community Action Association to weatherize 1600 homes of low and moderate income County residents. Despite numerous contract and programmatic delays the contract goal was met and exceeded, resulting in significant savings in utility payments that can now be spent for food and other necessities by the homeowner. The program served 1 ,659 homes in which 3,948 householdmembers resided, 1 ,029 of these units were owned by the elderly. The most significant aspect of this program is the economic benefit that will be derived by the citizens of the County. The projected first year average savings are $444.00 for each home totaling $736,596.00 for the 1 ,659 households served. As a result of the efforts in FY '83 the County was awarded a contract for FY '84 to weatherize 1 ,750 homes. Work on this contract is proceeding as planned. Monday, June 18, 1984, Contra Costa County Project Help and other direct weatherization programs will be officially recognized at a luncheon in Sacramento. Lieutenant Governor, Leo McCarthy will be the guest speaker. The Governor, members of the State Legislature, California Public Utilities Commission, California Energy Commission, State Office of Economic Opportunities, and other government leaders are expected to attend. Additionally, key executives and representatives from all divisions of PG&E, Southern California Gas Company and San Diego Gas and Electric will be present.
