THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: SECURITY AT THE CLAYTON REHABILITATION CENTER
Supervisor T. Torlakson advised that he has received numerous calls from residents who
have expressed concerns with respect to the number of inmates housed at the Clayton
Rehabilitation Center, particularly on the number of prisoners who have escaped and/or
been observed on private property in the vicinity of said facility. He noted that the
Correctional Facility Planning Task Force and the Correctional and Detention Services
Advisory Committee (CADSAC) have recommended increasing the number of prisoners to be
housed at the Clayton facility to alleviate the severe overcrowding at the Martinez
Detention Facility. Supervisor Torlakson referred to the allocation of $90,000 the
Board had approved for additional staff last September, but because of the lack of an
appropriate list of qualified candidates, additional time was required for the recruit-
me-rit/training process. The employment of additional staff was further delayed by the
hiring freeze. Supervisor Torlakson announced that representatives of the community
were present and desired to present their viewpoints on this issue.
LE:Slie La Fond, P. 0. Box 425, Clayton 94567, representing homeowners along Marsh Creek
Road and the Morgan Territory Road, commented on the number. of escapes from said
Rehabilitation Facility that have occurred in the last few weeks, the lack of and the
ne:ed for more rehabilitation (work) programs for the sentenced inmates, the absence of
sufficient personnel to staff said facility, .the lack of adequate fencing and an alarm
system to secure the facility, and the ease with which inmates are able to acquire drugs
and alcohol. She noted that the entire facility staff has' only three deputies per shift,
but that they are highly experienced. Ms. La Fond also stated that often the District
Attorney is not prosecuting prisoners who escape.
Ms. La Fond recommended the implementation of the following actions to secure the Clayton
facility:
_l. Assignment of more deputies to the Clayton Rehabilitation Center;
2. Assignment of at least three dogs to the Rehabilitation Center facility
(one is assigned now) trained in narcotics detection;
3. Completion of the perimeter fencing with a gate across the main access
to and from the facility;
4. Repair of the sensor system at the bridge to alert guards of the approach
of visitors;
5. Requirement that inmates wear identifiable clothing (i.e., orange jump
suits) so that walkaways/escapees can be easily spotted and distinguished
from participants in Diablo Valley Ranch alcoholism recovery program
nearby.
Ms. La Fond requested that she be notified of meetings being held on this issue to insure
input from the residents as well as better communication between concerned and interested
parties on this problem.
Ray Morgan, Fire Chief of the Eastern Fire Protection District, advised that his inspec-
tion of the old kitchen building proposed for housing additional inmates does not meet
fire standards and would require expenditure of funds to bring the structure within
minimum requirements.

Gerald Mitosinka, Assistant Sheriff, advised that arrangements are being completed to
use the Sheriff's Reserves within a week on temporary status, until the assignment of
permanent staff. He indicated that permanent staffing would take one to three months
since many of the deputies who would be assigned to the'Clayton facility are undergoing
training. In response to .a question of Supervisor McPeak, the Assistant Sheriff advised
that the fencing around the housing area is complete, but that the northern and eastern
perimeters of the facility are not currently fgnced.
Board members concurred that the issues presented by Ms. La Fond should be further
reviewed by staff as well as CADSAC and the Correctional Facility Planning Task Force.
There being no further discussion, IT IS BY THE BOARD ORDERED that the County Adminis-
trator is REQUESTED to review with the Sheriff-Coroner and the Public Works Director
the security problems and concerns expressed by Ms. La Fond.
IT IS FURTHER ORDERED that the District Attorney is REQUESTED to respond to the issue
of escapees/walkaways from the Clayton facility with respect to the prosecution of said
offenses.

CLOSED SESSION
At 12 : 20 p .m. the Board recessed to meet in Closed
Session in Room 105 , County Administration Building, Martinez ,
California, to discuss personnel and litigation matters .
The Board reconvened in its Chambers at 3 : 05 p .m. and
continued with its regular agenda.
