SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Refer this matter, including the May 23, 1984 memorandum from the Public Works
Director, to ,the Contra Costa Transportation Advisory Committee, and .instruct
the Public Works Department to carry out as many of the suggestions attached to
Mr. Walford's report as possible in order to provide added support to the
continuation of the "San Joaquins".
2. Remove this item as a referral to our Committee.
BACKGROUND:
This matter was referred to our Committee to determine what additional actions the
Board of Supervisors could take to help insure the continuation of the AMTRAK
San Joaquin train. .
We met on June 4, 1984 with staff from the Public Works Department and with Mr.
Warren Weber, Chief, Office of Rail Services, State Department of Transportation.
We reviewed a memorandum dated May 23 from Mr. ,Walford which has attached to it
very helpful information on the '. San Joaquin's" ridership and farebox revenue, which
shows that ridership in 1983-1984 is 28% higher than 1982-1983 and that the farebox
revenue as a percentage of total revenue is at 58.7%, a 41% increase over 1982-1983.
Thus, it appears that substantial gains are being made in ridership which, if
sustained, will help to insure the future of the "San Joaquins". It should be
noted that Martinez is a major transfer point between the San Joaquin train and
the Coast Starlight which goes on up to Seattle, Washington. Mr. Weber shared with
our committee a number of suggestions of things Contra Costa County can do to help
publicize the San Joaquin trains. Public Works noted that the implementation of
these suggested activities should be closely coordinated with the Contra Costa
Transportation Advisory Committee which has already been active in advocating with
AMTRAK for prompt building of the proposed station in Antioch.
Our Committee is pleased to see that the future of the "San Joaquins" seems more
nearly assured. Many of the suggestions made by Mr. Weber seem feasible. Many can
probably be carried out with little or no expenditure of County funds. In order to
avoid duplicating the efforts of CCTAC, we are suggesting that Mr. Walford' s memo
and attachments be referred to CCTAC, and that the Public Works Department be asked
to evaluate and implement as many of the suggestions as possible.
We are also attaching a brochure especially designed to promote service between
Sacramento and San Diego. Mr. Weber noted that a similar brochure can be developed

to promote service from Martinez. We encourage CCTAC to work with Cal Trans to
develop such a brochure.
Finally, we should note that while we had hoped the AMTRAK trains could be used as
commuter service between Richmond, Martinez, and East County, this does not appear
to be economically feasible. AMTRAK trains are not designed to provide commuter
service and the cost from Richmond to Martinez ($7.50) discourages their use for
this purpose.
