RECOMMENDATION
Acknowledge receipt of the Energy Coordinating Committee Report on Petroleum Violation
Escrow Account Funds (PVEA).
BACKGROUND
On Wednesday, May 23, 1984, the Contra Costa County/City Energy Coordinating Committee
heard a presentation by Ted Rauh, Director of Conservation California Energy Commission
on the Petroleum Violation Escrow Account (PVEA) funds.
PVEA funds are expected to bring California $140 million in 1985 and $100 million in 1986.
This money is derived from oil company restitution for over-charges from 1973 to 1981.
Under current Federal regulation, the money can be used for any energy saving project,
excluding capital improvements.
The Governor recently appointed a five member task force to develop PVEA policy and approve
project funding categories. A working group is currently developing categories, including
such projects as design subsidies for energy efficient local government facilities; improved
energy efficiency in wastewater facilities; and traffic signal synchronization. Other
project categories address the concerns of the residential , industrial, commercial and
agricultural sectors.
The Committee believes that there are three project categories which the County should
particularly support: 1) Energy efficiency in the design of new County facilities; 2)
Transportation system management planning for the entire County; and 3) Public-Private
partnerships for energy projects. Sara Hoffman, the County' s Energy Coordinator, has
been attending the working group meetings and so can act as the County's advocate for
these projects.

The Board also authorized the sending of a letter to the Energy Commission, with a
copy to the County Supervisors Asscoiation, expressing support for the expansion of the
relationship between CSAC and the Energy Commission for the use of said funds in an effort
to get more funds- directed to counties.
