HomeMy WebLinkAboutMINUTES - 06121984 - 2.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 12, 1984 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: Mental Health Services--"California Model" The Board on June 5, 1984 having requested the County Administrator to submit a report describing the "California Model" for determining appropriate service levels for mental health services and the implications of endorsing Riverside County's request that we urge the State to adopt a five-year program for its implementation; and The County Administrator having submitted his report noting that to implement the "California Model" in Contra Costa County would require that State and local mental health expenditures be doubled; that statewide it would require more than $1 billion to implement the California Model", and that while the "California Model" is an appropriate goal toward which we should move, but that a five-year period for implementation is unrealistic, and that equitable funding between counties is a more pressing objective; IT IS BY THE BOARD ORDERED that: 1 . Contra Costa County endorses the "California Model" as an appropriate goal toward which the County, ,the State, and the mental health community should move; 2. Contra Costa County calls on all counties, the California Legislature, the Governor of California, and the County Supervisors Association of California, to take immediate steps to equalize mental health funding among counties by eventually bringing al,l counties' per capita allocation of State mental health funds up to the level of the county having the highest per capita allocation; 3. The issue of equitable funding among counties is referred to the Internal Operations Committee (Supervisors Powers and Fanden) to review and make further recommendations to the Board.
