For many months we have been working on this project with Bill Fellman from
Lease Management. Bill is trying to work out a deal where the owners of the
warehouse at 401 Escobar will contract with the Vendor for the mezzanine. We
would then pay the Vendor directly with no money going through the owners.
Negotiations are proceeding now along this line. If this doesn't work out,
the project may have to go out to bid. This latter procedure could delay the
mezzanine for some time. ., , In any event, we now have current figures and are ,
able to offer the following cost estimates.

Justification for installing the entire 2nd floor now
If we install the entire 2nd floor plus shelves,Roger McGowan estimates that
when the property we now have is moved to 401 Escobar Street the new space
will be 2/3rds full . This includes space for records from Administration, Patrol
and Service Divisions and miscellaneous equipment from Patrol such as riot gear,
etc.
The remaining 1/3 would be enough room for expansion and would for example
be sufficient space for storage of property comparable to that recovered
in the recent "Sting" operation.
If we install it all now it will cost less than it would if a portion was
purchased at some later time. In normal times, Hamerslag increases its
cost 7 to 10% per year. During high inflationary times like those we have
had recently their rate of increase is 14 to 20%.
We plan to use the first floor shelving for short term storage of 1 to la
years. Long term property will be stored in cardboard boxes on the top
floor. There will be no shelves on the top floor.
Installing one half of the floor will not cut the cost in half because for
convenience, there will still be a stair way at each end.
This is our chance to install a system that will result in convenient and
efficient property storage. I recommend that we install the entire 2nd
floor at this time.

but not received as yet.
We suggest that $18,000.00 be budgeted for these projects.
If sufficient funding is not available for all requested items we would
have to forgo the carpeting and room dividers and possibly some furniture
in the Civil Bureau.
