SUBJECT: PROPOSAL FOR THE ESTABLISHMENT OF A RE-ENTRY
FACILITY IN THE CITY OF RICHMOND,: .,•. ,
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Chairman to send a letter to the Director, State Department of Corrections,
opposing the establishment of a re-entry facility for State prisoners in the City of
Richmond, and requesting an immediate meeting with State officials on this issue.
BACKGROUND:
The Chair of the Board received a letter, dated April 9, 1984, from the Parole and Community
Services Division of the State Department of Corrections indicating that Department's
intent to establish a re-entry facility for State prisoners in the City of Richmond. There
had been no prior discussion of the State's intent with County or local officials.
Supervisor Powers broughtthe matter to the attention of the Board at its meeting of
April 24, 1984, and the Board directed the County Administrator and the Correctional
Facility Planning Task Force to review the State's proposal and report back to the Board
as soon as possible.
The Task Force met on Monday, May 7, to discuss the State's letter. The Chief of Police of
Richmond, who is a member of the Task Force, indicated that his agency has not been
consulted on this issue and that this matter has not come to the attention of the City
Council. The Task Force discussion raised a number of problems with housing State
prisoners within such a re-entry facility. Issues raised were:
(1) The plan is for private vendors to operate the facility. One of the firms is located
in Visalia, California; the other, in Salt Lake City, Utah. The Task Force
questioned whether these firms have the ability to operate the facility consistent
with local needs and public safety.
(2) Some of the State prisoners to be housed in such a facility would previously have
been rejected by the Contra Costa County Sheriff's Department as unsuitable• contract
State prisoners in our own facilities.
(3) There has been no prior discussion between the State and local officials as to the
need for such a facility in Contra Costa County and as to whether or not a law
enforcement agency is a more appropriate operator of any such facility.
Based on these questions, the Task Force is recommending that a letter be sent to the
Director of the State Department of Corrections, with a copy to the Governor and other
interested officials.
