SUBJECT: East County Infrastructure Finance
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Instruct the Director of Planning to report back to the Board on June 26th, 1984 on actions taken
with respect to the April 17, 1984 Board Order including the status of short-term financing of
school facilities, recommendations on amendments to the School Impaction Fee Ordinance, and
recommend school impaction fee levels.
2. Authorize the Director of Planning to solicit financial consultant proposals to accomplish the
following:
A. Prepare the detailed cost information for thoroughfare and flood control facilities; refine the
existing preliminary cost estimates for fire station, school and park facilities; prepare site
selection, construction schedule, and other information called for in the adopted implemen-
tation plans for fire and school facility finance and develop the same scope of information for
parks, thoroughfares, and flood control facility needs; and prepare maintenance and operating
estimates for non-school facilities.
B. Prepare a step by step, coordinated finance plan for Fire, School, Park Thoroughfare and
Flood Control facilities with emphases on use of the Community Facilities District and
Kapiloff Assessment legislation and the coordination of these means of finance with Park
Dedication Fees, School Impaction Fees, Thoroughfare Assessment and Drainage Area Fees.
C. Stipulate an action plan for the Board of Supervisors, in cooperation with affected special
districts, to place any measures requiring voter approval on the March 1985 ballot and to
otherwise establish a coordinated finance. program. (deadline for November 1984 ballot is
August 10th, deadline for March 1985 ballot is December 10th)
D. Instruct the Director of Planning to report back to the Board on July 3, 1984 with
recommendations on consultant selection, and how the consultant and associated staff costs
can be financed.
Please place this matter before the Board of Supervisors at their May 29th meeting as this report is
scheduled by them at that time.

BACKGROUND,
On May 22, 1984 the Board of Supervisors adopted the East County, Educational Facilties Plan
component of the Community Facilities Element of the County General Plan. Direction was given to
report back on implementation of this plan and financing of other area-wide'infrastructure needs. This
report sets forth a recommended approach and recommended actions regarding infrastructure
financing. The background for these recommendations is presented below:,
Several actions have been taken by the Board setting forth County policy ,on short-term and long-term
approaches to facility financing. The Board has also requested the assistance of the County
Superintendent of Schools in formulating short-term and long-term school facility finance solutions.
The,following is:a brief summary of actions that provide a basis for our recommendations.
o ' The Board has adopted specific finance implementation formats for schools and fire facilities in
the respective facility plans;
o Discussions with the Department of Public Works staff has identified the benefit of coordinating
the finance options identified by the Planning Department; and included in the County General
Plan, with those finance means traditionally used.for roadways and flood control;
o Fire, school, and park standards and needs have been established and preliminary cost information
produced to measure the magnitude of the need;
o Cost estimates and plans for thoroughfare and flood control facilities are under development for
several East County areas;
o The Board has identified financing options through adoption of the fire and school facility plans;
o The Planning Department has been evaluating the feasibility of these finance options for fire and
school facilities; and
o The Board has given specific consideration to the available finance options during the Fire
Protection and School Facilities finance implementation workshops on February 21 and April 17,
1984:
o The Board has directed staff to prepare proposed revisions to the school impaction ordinance and
the associated impaction fee;
o The Board has requested the County Superintendent of Schools to establish an inventory of
portable classrooms, negotiate with development interests on short-term classroom provisions,
and chair a task force on long-term finance solutions; and
o The Board has requested the redevelopment agency attorney to report on the use of the County
Redevelopment Agency as a vehicle to provide educational facilties.
RECOMMENDED APPROACH TO FINANCING
In preparing a specific facility financing proposal, efforts should be concentrated on coordinating the
most promising and equitable means of financing for identified facility needs as specified in the
County General Plan and identified as follows:
For Schools - Concentrate on Community Facilities District
For Fire Stations - Concentrate on Community Facilities Disrict and Kapiloff Assessments.
These "new means of finance" should be coordinated with those existing financing techniques
traditionally used for public improvements such as Park Dedication Fees, Thoroughfare Assessments
and Drainage Area Fees.
Short-range financing plans for classroom facilities should be proceeded with immediately. Long-
range finance proposals should be,fully evaluated with respect to their potential preemption effect on
temporary finance solutions.
