HomeMy WebLinkAboutMINUTES - 05221984 - T.10 THE BOARD, OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 22, 1984 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder , McPeak and Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: - Addition of East County Educational Facilities Plan - Component to the Community Facilities Element of the County General Plan for East Contra Costa County The Board on May 15, 1984 having declared its intent to adopt an East County Education Facilities Plan Component to the Community Facilities Element of the County General Plan for East Contra Costa County, and having requested the Director of Planning to prepare a resolution incorporating certain modifications recommended by the County Planning Commission, the County Planning staff and members of the Board; and Supervisor Torlakson having reviewed the modifications prepared by the Director of Planning, and having suggested further modifications to Objectives 3. 1 and 4. 3 of the proposed plan; and Eric Hasseltine, representing the Building Industries Association, the Hofmann Company and other developers in the East County area, having objected to adding a provision to the General Plan that would require developers to meet with school districts and file a written report on impacts and mitigation measures prior to approval of a subdivision; and Mr. Louis T. Lozano, Attorney representing several of the school districts in East County, having expressed his views with respect to the modifications and having urged that the Board in the future carefully consider the impact on schools when considering approving growth in the East County area; and Supervisor Torlakson having recommended adoption of the plan as submitted by the County Planning Commision with the following modifications: a) modify the phrase in the Planning Commission' s recom- mendation on Objective 3.1 which reads: "including district boundary changes, open enrollment, and unification" and retain Ojbective 3.1 as stated on Page 57 of the Draft Plan dated September 15, 1983, as follows: Objective 3.1 Prior to disbursement of permanent faci- lity monies generated by the County to any school district, require an annual report from the school district specifying which actions they have taken in cooperation with other districts to mitigate school impaction on an area-wide basis. District boundary changes, open rollment, and uni- fication should be reviewed every 5 years. b) modify the Planning Commission' s recommendation on Objective 4. 3 as follows: (change underlined) Objective 4. 3 Prior to subdivision approval, developers and school officials shall meet and submit a report outlining school impacts and any mitigation measures discussed and/or agreed upon between the devvelper and school district. 00 184 Board members having discussed the proposed modifications, �- IT IS BY THE BOARD ORDERED that the East County Educational Facilites Plan Component of the Community Facilities Element of the County General Plan for East County Area is APPROVED with the. above modifications recommended by Supervisor Torlakson. this 1s a true and coct rra f hereby c$411,ttiat an action taken and entered on.the minutes Ofri Er'B Board of SuPW on the date Shown.
