The bonds were delivered and funds made available to the County on April 5, 1984. Three hundred thousand dollars ($300,000) from the proceeds from Assessment District from 1983-1 were earmarked as a"specific plan preparation fee" . These monies are intended to reimburse the agencies who participated in the preparation of the specific plan (such reimbursement is allowed under California' s specific plan laws) . Because of the need for additional public informational meetings and revisions to the plan, etc., there was a cost overrun in the original contract. Contra Costa County,. using funds from its reserve account, contributed an additional $23,753 (through the Planning Department) to the effort with the proviso that this would be the first amount refunded from subsequently collected specific plan preparation fees. The additional funds were appropriated to the Planning Department and were expended to cover costs. The remaining monies were intended to reimburse the various agencies for the staff time involved in review and preparation of the specific plan and its accompanying environmental document. Each of the agencies involved has provided an estimate of costs incurred. There was significant variation in the level of staff time between the County, as lead agency, and the cities, and it is recommended that the agencies/departments involved be reimbursed as follows: Contra Costa County (Public Works Department) $ 60,000 Contra Costa County (Planning Department) 60,000 City of Pleasant Hill 20,000 City of Walnut Creek 20,000 Bay Area Rapid Transit District 20,000 TOTAL $180,000 The remaining funds ($16,247), will remain with assessment district 1983-1 funds and be available for construction of much needed road and drainage improvements in the Pleasant Hill BART Station area.
