Dixon, Interim County Administrator Costa DATE: May 14, 1984 County SUBJECT: Legislation: AB 3604--Intoxification .Checkpoints SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Acknowledge receipt of report of County Administrator. BACKGROUND: On April 24, 1984, at the suggestion of Supervisor Powers, the Board ordered my office to review AB 3604 and requested the Alcoholism Advisory Board to meet with representatives of Mothers Against Drunk Drivers (MADD) to review AB 3604 and to invite the members of the Board of Supervisors to such meeting. On April 25, 1984, AB 3604 was heard in the Assembly Committee on Criminal Law and Public Safety. All eight members of the Committee were present. AB 3604 was able to get only two "aye"votes from Assemblyman Stirling and Assemblywoman La Follette. Assemblyman Bates voted "no" and the remaining members of the Committee, including Assemblyman Baker, .Harris, Margolin, and Sher and Assemblywoman Moore abstained from voting. The bill thereby failed passage. In light of this action, we have agreed with the Alcohol Program staff not to set up the special meeting requested by the Board. The Alcoholism Advisory Board will continue .to monitor legislation affecting the problem of alcoholism and if a similar bill begins to move in this, or a future session of the Legislature, will be happy to meet with MADD to coordinate their efforts.
