THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

Adopted this Order on May 1, 1984. , by the following vote:
AYES: Supervisors Fanden, Schroder, Torlakson
NOES: None
ABSENT: Supervisor Powers, McPeak
ABSTAIN: None
SUBJECT: Bearing on recommendation of the San Ramon Valley Area
Planning Commission with respect to rezoning application
2559-RZ filed by Noah Company (applicant and owner) to
rezone land in the Alamo area.
The Board on April 10, 1984, having rescheduled the
hearing on recommendation of the San Ramon Valley Area Planning
Commission with respect to rezoning application 2559-RZ filed by
Noah Company (applicant & owner) , to this date to rezone land in the
Alamo area from Agricultural Preserve (A-4) to Planned Unit District
(P-1) with a Preliminary Development Plan for 48 residential lots
and open space area; and
The Chairman having opened the public hearing and the
following persons having appeared;
James Stedman, representing Noah Company, advised the
Board that he had no testimony at this time; but would like to
reserve the right to speak in rebuttal; and
Supervisor Schroder having advised that the reason this
hearing was being held was for the submission of new information and
modifications for this project; and requested that the testimony
given today be confined to new information; and
Supervisor Torlakson having concurred; and
Brian D. Thiessen, Attorney, representing the Roundhill
Homeowners Association, having appeared and advised the Board that
there was a revised map that had not been reviewed by the San Ramon
Valley Area Planning Commission, and advised that the Alamo area has
always had one-half acre zoning, and stated that the Contra Costa
County Board of Supervisors has been faithful to a commitment that
has been made for 15-18 years that one-half acre zoning would be
standard in the Alamo area, and advised that the Roundhill
Development had been the exception to that rule because they had
given up flat lands and were allowed to have one-third acre parcels:
and
Brian D. Thiessen, also having advised that the original
project included a recreation Center which had been eliminated, and
stated that children living in this subdivision would not have a
place to play, which would then increase the chances of them using
the Golf Course for their recreational purposes, and commented that
the recreation area for this project should be restored; and
Brian D. Thiessen advised that the consensus of the
Roundhill Homeowners Association was that there were too many homes
for this project, and that the lot sizes for these homeswere too
small, Mr. Thiessen, commented that he had submitted a list of pro-
posed modifications for this project to the Board; and
Mr . Hal Petrie, 1530 Romley Lane, Alamo representing the
Alamo Imrovement Association having appeared and requested that if
the Board approves rezoning application 2559-RZ, that 15,000 square
foot lot sizes be a condition of that approval, and also commented
on the need for a south access roadway; . and

The following persons having appeared in opposition to the
proposed project:
Lois A. Barker, 2349 Royal Oaks Drive, Alamo
Lorraine Soltau, 20 Alamo Glen Trail, Danville
L. J. Soltau, 20 Alamo Glen Trail, .Danville
Craig McConnaughey, 2582 Roundhill, Alamo
Eduardo Cortes, 10 Alamo Glen Trail, Danville
James Stedman having appeared in rebuttal and advised that
the roadway connection was not a mitigation measure of the
Environmental Impact Report and was not a requirement of the con-
ditions of approval that were proposed by the staff, and also having
addressed the conditions of approval for rezoning application
2559-RZ in response to the concerns raised by the neighbors in the
Roundhill area;
Supervisor Schroder inquired as to whether increasing the
lot sizes would have any effect on the dedication of acerage to East
Bay Regional Park; and
James Stedman advised that if the Board approved the plan
he was suggesting, it would change the acerage dedication from 133
acres to 126 acres; and
The Chairman having closed the public hearing; and
Supervisor Schroder having recommended that decison on
this matter be deferred until such a time as there was a full Board
present to make a decision on this project, and also advised that it
was his intention to come back to the Board with a recommendation
on May 15, 1984;
Board members having considered the matter , IT IS ORDERED
that decision on rezoning application 2559-RZ, filed by Noah
Company, (applicant and owner) is DEFERRED to May 15, 1984 at 2: 30
P.m.
