HomeMy WebLinkAboutMINUTES - 05011984 - 3.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 1, 1984 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson NOES: None ABSENT: Supervisor McPeak SUBJECT: Proposal for the Establishment of a Youth Conservation Corps in Contra Costa County On November 3, 1983 the Board requested the Contra Costa County Private Industry Council (PIC) to continue exploration of a proposal to establish a Youth Conservation Corps in Contra Costa County, and also requested PIC to consider certain issues such as participation in the East Bay Conservation Corps (a non-residential program operated by the East Bay YMCA) , organizational structure and funding of the County' s Corps, availability of public lands and/or Public Works projects to make the program feasible, and the possible adverse impact on the juvenile community services program of the County' s Probation Department. Arthur C. Miner, Executive Director, Contra Costa County Private Industry Council, submitted a final report on said proposal responding to the issues as noted above, supporting the concept of the establishment of a Conservation Corps in the County but expressing reservations with respect to obtaining adequate funding for the success of the program. He advised that his staff recommends that for the present the development of a Youth Conservation Corps in the County be left to the development of an independent organization. He suggested that if HR 999 or similar legislation is signed into law and allows counties to receive funding of an American Conservation Corps project, the Board should then review such legislation to determine if establishment of a Corps could be conducted through the County Board of Supervisors. IT IS BY THE BOARD ORDERED that the aforesaid report is REFERRED to the Internal Operations Committee (Supervisors Powers and Fanden) for review.
