SUBJECT: Odors Emitted from Pacific Refining Company
The Board on April 17, 1984, requested County Counsel to
review possible courses of action the County or the Bay Area Air
Quality Management District (BAAQMD) may employ to address the
complaints expressed by resident in the Rodeo and Hercules area with
respect to operation of the Pacific Refining Company and the objec-
tionable noxious fumes and odor being emitted into the environment.
V. J. Westman, County Counsel, in an April 23, 1984,
report to the Board referenced several code sections covering
the prohibition of the discharge of air contaminants and commented
on the possible course of action the BAAQMD and/or the County may
employ to enforce compliance of the Pacific Refining Company with
air pollution and public health requirements.
IT IS BY THE BOARD ORDERED that receipt of said report is
ACKNOWLEDGED.
