The Public Works Director having submitted prepared statements for presentation to Congressional Appropriation Committees on selected flood control projects; IT IS BY THE BOARD ORDERED that said statements, as attached hereto, are APPROVED. S. Walnut Creek $11,4009000 Construction - President's Budget Recommendation - California Water Commission #37 Wildcat-San Pablo $1,000,000 Construction - President's Budget Recommendation - California Water Commission #38 Chairman Bevill , Members of the Subcommittee: On behalf of the people and the Board of Supervisors of Contra Costa County, California, I wish to thank you for your past support and appropriations for our flood control projects. These projects have been the foundation of our County's flood control improvement program, the benefits of which to our citizens , businesses and industries have been immense. It is in the hope of the con- tinuing success of this program that I offer the following testimony in support of the recommendations of the California Water Commission: Walnut Creek Basin Restudy - Planning An allocation of $200,000 will fund the Corps of Engineers to review project planning reports for creeks authorized for study in the Walnut Creek Basin. These reports are, and will be, prepared at local cost. They will explore the available alternatives for the improvement of creeks flowing into the system already built by the Corps of Engineers. The environ- mental impacts and the projects ' acceptability to the communities will be addressed. No federal expenditures will be needed until the Corps receives the completed reports for review and evaluation. Walnut Creek - Construction An allocation of $11,400,000 will fund the completion of design and the first year construction costs of the San Ramon Creek Bypass project. San Ramon Creek discharges into the already improved portion of Walnut Creek. Storms of recent years have shown the tremendous value of the already constructed improvements . The extension of the project will benefit the central Walnut Creek area, its citizens and business community. 0004271 Wildcat - San Pablo Creeks The allocation of T1,000,000 will allow the Corps of Engineers to complete the design, advertise the project, and commence its construction. This is a critical part of our flood control efforts in Contra Costa County. The original project was approved by the United States House of Representatives and the United States Senate in June of 1976. As it turned out, the huge right-of-way requirements of the project made it unacceptable to the community, as well as unaffordable since the right-of-way costs are local expenses. The new project, for which we seek your support, is a scaled-down alternative, providing the same flood protection but with lesser right-of-way requirements and without recreational amenities. It is supported by the local property owners who in 1982 formed an assessment district which will furnish the local share of project costs in combination with other funds already generated through past property taxes. It should be noted that the project's financing and local acceptance have been based on the then standard cost sharing criteria between the Federal , State, and local agencies. Subsequent changes in the Administration's policies for increased cost sharing caused our Board of Supervisors to agree to contribute 35% of the total project costs as the local share in view of the overwhelming need for the project. In view of your prior approval of a more expensive project and the Administration's current policy on financing and cost sharing, we request that you not only support the $1,000,000 appropriation but recommend that this project be approved on the basis of the original cost sharing principles which required the local agency to bear only the cost of right-of-way acqui- sition and relocations as part of the construction project.
