HomeMy WebLinkAboutMINUTES - 04031984 - W.2 Costa T0: BOARD OF SUPERVISORS ` osta Courcy FROM: WATER COMMITTEE DATE: April 3, 1984 SUBJECT: Water Committee Report - Coordinated Operation Agreement Specific Requests or Recommendations & Background & Justification RECOMMENDATION The Board of Supervisors, as Governing Board of the Contra Costa County Water Agency, endorse the concept of a Coordinated Operation Agreement between the United States' of America and the State of California for coordinated operation of the Central Valley Project and the State Water Project, with a requirement that the Agreement must include specific modifications in the Agreement concerning San Francisco Bay and Delta water quality protec- tions. BACKGROUND The State Water Project and the Central Valley Project simultaneously use the same channels of the Sacramento River and the Delta to convey water, and they draw upon a common water supply in the Delta. The purpose of the proposed Coordinated Operation Agreement is to assure that each project obtains its share of water from the Delta and bears its share of obligations to protect other beneficial uses of water in the Delta and the Sacramento Valley. Coordinated operation by agreed-upon criteria can increase the efficiency of both projects. The Agreement uses Water Rights Decision-1485 Standards as the basis for the Agreement. The Agreement also shows that the Bureau of Reclamation has determined that an additional 1.3 million acre feet increase in firm yield will become available to them, based on the terms of the proposed Agreement. The Contra Costa County Water Agency (CCCWA) strongly supports coordinated operation of the two water projects. The Coordinated Operation Agreement can help to correct the envi- ronmental damage created by the two water projects, and possibly others. The CCCWA proposes the following suggestions for modifications to the Coordinated Operation Agreement. 1. Any additional yield from the Agreement should be reserved for flows needed to meet future San Francisco Bay and/or Delta requirements. 2. Protection for San Francisco Bay should be included as criteria that the Bureau of Reclamation must meet, along with the Delta protections. If Bay standards cannot be established at the time of executing the Agreement, interim standards should be included. Decision 1485 Standards are not acceptable. Additional protection for the Delta is needed. The Agreement should allow for continued consideration of changes to Decision 1485 which are expected. 4. Nothing in the Coordinated Operation Agreement, in any way, should be construed to permit operation of the Central Valley Project and the State Water Project to divert and store or divert and export water out of the Delta that is not true surplus water. 5. The purported yield of the Central Valley Project, as set forth in the Agreement, shall not be contracted away until conditions are met as included in the CCCWA's policy statement "New Water Ethics for the 1980's." 6. The United States must abide by the provisions of the Delta Protection Act and the Area of Origin Statutes. 7. Nothing herein should be construed to allow modifying, eliminating or changing, in any way, the functions of the Central Valley Project heretofore authorized or understood to be a project function as set forth in relevant legislative history of the Central Valley Project. 000442
