Acknowledge receipt of evaluation report from Rubicon Programs Community Task Force of the Rubicon Garden Center Vocational Service Program. 2. Direct the Acting Health Services Director to report his evaluation of the Rubicon Garden Center Vocational Program to the Finance Committee not later than April 30, 1984. 3. Request the Finance Committee to review the Health Services Department's evaluation report and make recommendation to the Board of Supervisors not later than May 22, 1984. BACKGROUND: In approving on November 8, 1983 an augmentation to the Rubicon contract for 1983-84 to maintain the Garden Center Program for the 1983,84 fiscal year, the Board specifically directed that the Garden Center Program not be funded beyond June 30, 1984 and directed the Health Services Department to discuss with staff from Rubicon alternative ways in which appropriate vocational training activities can be undertaken beginning with the 1984-85 fiscal year. o In the meantime, Rubicon has undertaken their own internal evaluation of their program. This evaluation was presented to the Finance Committee by Rubicon staff on March 26, 1984 along with the following recommendations from the Rubicon Board of Directors: 1 . that the Garden Center Vocational Service Program which is the only vocational services for the disabled population in West Contra Costa County be continued and supported; 2. that the level of funding be increased from its current base to include the addition of another work supervisor and another vocational counselor for FY 1984-85; 3. that the Finance Committee recommend to the Board of Supervisors that the Rubicon Programs FY 1983-84 contract be amended to include the GCVS in its automatic novation clause. The cost of the increased funding being requested for 1984-85 is an additional $25,947.
