THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: Potential Problem for Female Employees
On recommendation of Supervisor Nancy C. Fanden, IT IS BY
THE BOARD ORDERED that the County Administrator is REQUESTED to consult
with the Sheriff-Coroner and the Probation Officer with respect to
making female employees (particularly those working in Martinez in the
County Civic Center area) aware of the potential danger of talking to
a stranger who is currently frequenting the area.

SUBJECT: MARINE PATROL
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACMSM3UND AND JUSTIFICATION
Informational: I am concerned about the level of marine patrol serving the
waterways in our county. Boater traffic in the Delta alone has increased over 20%
over the last five years and is expected to double by 1990, yet the level of marine
patrols has not increased accordingly.
The taxes collected on boater fees and personal property tax on boats, and
the boat gas tax are not fully being spent on marine-related activities in Contra
Costa County.
Increased marine patrols would benefit the entire county, from Richmond to
Rodeo to Martinez as well as the Delta.
Just recently, this county received state funds to purchase a new boat for
the marine patrol. I understand some snags have been encountered in the.purchase of
this boat. The .boating season has begun and boat traffic in our waterways have
increased dramatically. Serious efforts should be made to complete the purchasing
process since the funds have already been received from the state for this purpose.
Recommended Action: I strongly recommend that in the next budget year we
increase the marine patrol and set a goal and program for increasing patrols over
the next five years to keep up with the needs bf public safety and security in our
waterways. Furthermore, I recommend that the County Adminstrator take immediate
action to speed up the process for purchasing the boat for the marine patrol.
This matter should be referred to the County Administrator and the Sheriff .for
further review.

The County Administrator and the Sheriff-Coroner are REQUESTED to
review the procedure for purchasing the boat for the Marine Patrol Division of
the Office of the Sheriff-Cornoer.
On further recommendation of Supervisor Tom Powers, the County
Administrator and the Sheriff-Coroner are REQUESTED to review the following issues:
1. What is the amount of revenue received by the County from the
boater tax?
2. What revenues are available for Marine patrol and safety?
3. How much are we spending of these categorical revenues?
4. Are there additional such funds available?
5. What is the problem with the Marine boat purchase?
