HomeMy WebLinkAboutMINUTES - 04241984 - T.1 :�- T/ THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA DATE: April 24, 1984 MATTER OF RECORD SUBJECT: Hearing on Recommendations of the Advisory Group for the County Justice System Subvention Program for the 1984-1985 Fiscal Year This being the time for public hearing on the recommen- dations of the Contra Costa County Justice System Subvention Program Advisory Group with respect to funding of the County' s Justice System Subvention Program for the 1984-1985 Fiscal Year; and George Roemer, Executive Director, Criminal Justice Agency of Contra Costa County, described the procedure utilized by the Advisory Group in its review of the applications. He noted that based upon the Governor' s proposed 1984-1985 budget, Contra Costa County' s share would be $1, 679, 275 (an increase of $25, 068 over the 1983-84 fiscal year) reflecting a cost-of-living increase in the Governor' s budget and an allocation decrease for Contra Costa' s population changes in comparison to other counties. Mr . Roemer advised that the Advisory Group decided to limit the 1984-1985 funds to continuing projects and adopted a funding level equal to the level approved by the Board of Supervisors for allocation of the 1983-1984 funds ($1, 654, 207) which did not include the $25, 068 potential increase. He presented the recommendations of the Advisory Group relative to the projects listed for funding and the intent to allocate the $25, 068 (if approved by the State Legislature) equally to East County Youth and Family Services, Friends Outside, and the Violence Abatement Training Program, subject to review and approval by the Advisory Group of revised budgets and objectives. Charles A. Hammond, Assistant County Administrator, pre- sented the recommendations of the County Administrator which were to approve funding for the projects designated by the Advisory Group, but to defer action on the allocation of the $25,068 and carryover monies pending receipt of a report from the County Administrator recommending the use of such funds after uncertainties concerning the availability and amount of these funds have been settled. The Chairman then opened the hearing and invited persons desiring to present testimony to come forward. No one having appeared,. the Chairman then declared the hearing closed. Defer action on 1983/84 carryover and the potential $25,068 increase in the 1984/85 allocation and direct the County Administrator to prepare a report to the Board recommending the use of such funds after uncertainties concerning the availability and amount of these funds have been settled;. such report to consider what current , County justice system needs might be met by the use of such funds. Background and Justification This Office has reviewed the report of the County Justice System Subvention Program Advisory Group, dated April 16, detailing its recommendations to your Board for 1984/85 funding. We support the decision of the Advisory Group to consider only continuing projects for 1984/85 funding and we believe that the projects submitted for approval are effective projects worthy of continued funding. This Office does not support at this time the other two actions of the Advisory Group as contained in its Report pending completion of a review by this Office of what current County justice system needs might be met by 1983/84 carryover funds and any potential increase in 1984/85 allocation. The Advisory Group, as indicated in its Report, intends to review the needs of three projects for possible augmentation with the potential $25,068 increase in the 1984/85 allocation and, following such review, to submit additional recommendations to your Board.
