SUBJECT: Absentee Ballots
SPECIFIC REQUEST(S) OR RECOMMENDATION(S).& BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge receipt of report from Lon Underwood, Assistant County Registrar,
regarding cost of voting by absentee ballot.
BACKGROUND:
On April 3, 1984, Jerry Ajlouny, Councilman, City of San Ramon, appeared before your
Board requesting that the Board promote a greater use of absentee ballots in the June
primaries to cut down on long lines at the polling places. After discussion by
Board members, this item was referred to the County Elections Department to determine
the cost of sending out,absentee ballots.
Mr. Lon Underwood has submitted the attached report, dated April 11 , 1984, in response
to this request. In summary, it is his findings that the cost of printing additional
ballots and stationery plus necessary postage is approximately $1 .20 per voter who.
votes by absentee ballot. This is in addition to the costs of providing full services
as if the voter had not requested the absentee ballot.
The number of voters using absentee ballots in the June 1982 Primary was 12,708
(total vote--207,860); in November 1982, 18,405 (total vote 257,864), and it is
estimated that approximately 20,000 out of 253,000 will vote by absentee ballot in
June 1984 and 36,000 out of 285,000 in November 1984.
