Dehaesus _ lra Director of Planning Costa DATE: April 16, 1984 Coun�y SUBJECT: Support for SB 2126 (Greene), SB 2108 (Marks), and SB 2161 (Mello) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Support the enactment of SB 2126 (Greene), SB 2108 (Marks), and SB 2161 (Mello) and authorize the Chairman to send a letter of support to the County's State Senatorial delegation, and to members of the Senate Housing and Urban Affairs Committee. BACKGROUND SB 2126 (Greene): At the state level there has been no substantial appropriation of new money for housing programs since 1979. Several of the programs created in 1979 are now operating at a maintenance level. The County and several cities in the County have utilized one or more of those programs including the Rental Housing Construction Program, and the Deferred Payment Rehabilitation Loan Program. SB 2126 would provide a two year General Fund appropriation of $120 million for housing programs which have proven track records and leverage substantial sums of other private and public housing resources. The following programs would be included: 1984-85 1985-86 (millions) (millions) 1. Rental Housing Construction Program $20 $20 2. Rural Rental Assistance Program in $10 $10 conjunction with Farmers Home Administration rental projects. 3. Deferred Payment Rehabilitation Program $12 $12 including residential hotels. 4. Deferred Payment Second Mortgage $10 $10 Program for rental housing. 5. Housing Preservation Program for low and $ 3 $ 3 moderate income families. 6. Existing law does not explicitly allow for CHFA to provide the insurance to rental developments being financed through the issuance of local revenue bonds under AB 665. SB 2108 would provide CHFA to insure loans being made through local bond issues. The provision of insurance through CHFA would provide issuers and developers with an additional source of credit enhancement to be used in conjunction with rental developments. SB 2161 (Mello): One means of providing additional affordable rental housing in a cost effective manner is through the use of second units (granny flats, mother-in-law units). Approved in the 1982-83 legislative session was a bill - SB 1534 (Mello) - that requires cities and counties to allow second units in residential districts. The County has been accepting applications for second units under provisions of the Mello bill since July 1, 1983. To some extent the creation of second units under this law has been inhibited because of the high cost of financing the improvements/construction. SB 2161 would authorize CHFA to develop a program for financing second units using revenue bond proceeds or such other funds as might be available to CHFA. 00 86
