MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 17, 1984 SUBJECT: Marsh-Kellogg Watershed Work Plan Specific Requests or Recommendations & Background & Justification RECOMMENDATION It is recommended that the Board, as the Governing Body of the Contra Costa County Flood Control and Water Conservation District, express its concurrence with the Contra Costa Resource Conservation District' s recommendation that support for Lines A, B, C, and F of the Marsh-Kellogg Watershed Work Plan be withdrawn and that support for the Line D and the Kellogg Creek projects be confirmed. BACKGROUND In May, 1959 the Marsh-Kellogg Watershed Work Plan was prepared by the Eastern Contra Costa County Soil Conservation District, the Contra Costa Soil Conservation District and the Contra Costa County Flood Control and Water Conservation District, with assistance by the USDA Soil Conservation Service and the California Department of Natural Resources, Division of Soil Conservation. The purpose of the plan was to develop a flood prevention and drainage system for the east part. of Contra Costa County. The improvements on Marsh Creek and its western Tributaries have been installed. Work on Kellogg Creek has been delayed due to other plans (e.g. Las Vaqueros Reservoir) proposed for water storage in the area. Public interest was lacking in the rest of the area. After the 1982 and 1983 winter storms; and floods, it appeared that there was sufficient public interest and a potential source of local funds for reviving the still uncompleted parts of the Plan. Through June to October of 1983 three public meetings were held to reintroduce and discuss the proposed projects. In October 15183 and January 1984, 150 and 540 property owners, respectively, were sent questionnaires regarding their support of the various projects of the Plan. Along Lines A, B, C, and F property owners representing 6,650 acres have been contacted. Of these, owners of only 525 acres have expressed willingness to pay assessments, owners of almost 1,800 acres declined; no answer has been received from the rest. Responses from the areas affected by Kellogg creek and Line D (Veale Tract) have been more favorable and planning work. on those two lines is continuing. The Contra Costa Resource Conservation District, at its regular board meeting on February 21, 1984 withdrew its support for Lines A, B, C, and F and reiterated its strong support for the Kellogg Creek project and Line D, due to their urgency and strong public support. By a letter, dated March 1, 1984, the District requested that your Board act to close any further study on Lines A, B, C, and F and to maintain interest in Kellogg Creek and Line D.
