SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge report from C. E. Dixon, Interim County Administrator, in response to
letter dated February 29, 1984 from Secretary of State March Fong Eu regarding ideas
to facilitate the participation of more citizens in elections.
BACKGROUND:
On March 20, 1984, your Board referred the above-noted letter from the Secretary of
State to the County Admtni'strator's Office and County Clerk for a response. Upon
review with Lon Underwood, Asststant County Registrar, we find;
1 . The Secretary of State requested that all boards of supervisors . .authorize
local agency employees, pursuant to Elections Code Section 302(e) , to assist
in registering interested citizens to vote. Further, I hope that you will
direct local department heads to appoint a liaison who can work with your
local county clerk or registrar of voters to help implement such a registration
effort.
2. Elections Code Section 302(e) allows the Board of Supervisors to authorize and
assign any of the county officers or employees to become deputy registrars of
voters and to register qualified citizens on any premises and facilities owned
or controlled by the County during the regular working hours.
3. The County Registrar, in 1980, requested the Board of Supervisors to adopt
Resolution 80/743 (copy attached) and also by memo to all County departments
dated 1980 and again in 1984 (copies attached) requested that each County
department have postcard voter registration forms available for use by the
public and employees.
4. Mr. Underwood reports that the postcard voter registration method is more
efficient and cost effective than the use of deputy registrars in county
facilities.
It is our recommendation, based upon the advice of the Assistant County Registrar and
our understanding, that the current postcard system is working well ; that the existing
system be continued until such time as it becomes necessary to use the more expensive
method.

THAT:
Every effort should be expended to register all County
residents who are eligible to vote ;

October 6, 1980 is the f'_nal day to register in order
to vote in the November 4 , 1980 election;
Voter registration forms should be made available at
convenient locations to County residents desiring to register;
NOW, .THEREFORE, this Board REQUESTS all County
departments to cooperate in this effort by placing a Register
and Vote folder with prepaid rer_'_stration forms in the public
reception areas in County buildin-s throughout Contra Costa County .

SUBJECT: VOIrER REGISTRATION OUTREACH DATE: JULY 3, 1980
As a part of the County Voter Outreach. program I requested and the
Board of Supervisors issued an order on July 1 , 1980 to have voter
registration material available on public counters in county offices .
We hope to make the procedure simple so that little effort by
departments will be necessary. The affidavit cards and holders
will be furnished to central offices as requested for distribution
to your branches through your normal methods of communication .
Additional forms can be obtained by contacting my Election Department
in Martinez (Jean. Lay - 372-4166) .
I appreciate your assistance and cooperation in making voter regis-
tration easy for your employees , customers and clients .
Please indicate needs on the attached sheet and forward to the
Election Department .

As a part of the County Voter Outreach program, we are urging
all county offices to replenish supplies of voter registration forms ,
and the display holders , if necessary, as we go into the Presidential
Election year, to make voter registration readily available to county-
workers and also the public.
For supplies, send memo or call the Election Department in
Martinez (x4166) .

effort.
