Informational: I would like to share the attached letter I
received from Assemblyman Phillip Isenberg forwarding a copy of the
revised Frank' s Tract State Recreation Area study.
-Recommendation: I would like to urge the Board to send a letter
of support to the Department of Parks and Recreation plus the chairs
of the Assembly and Senate Budget Committees.

Enclosed is a copy of the revised Frank' s Tract State Recreation
Area study.
Most of the changes were made to answer the concerns of the
Department of Parks and RIacreation, which will conduct the study.
Ross Henry, chief of the department' s Planning Division, is now
in charge of the project.
At the suggestion of the department, I will request the Senate
and Assembly budget committees to augment the Parks and
Recreation budget by--$3.0,h-U.. to pay for the st„s1y_srLsts. I ' ll
also work on finding money to repair the levees at Little Fxank' s
Tract while we await the 'results of the department' s appeal of
the FEMA emergency funding denial.
Please let me know if you have any comments about the revised
study proposal.

A RECREATION PLAN FOR THE FRANK'S TRACT STATE RECREATION AREA
The Department of Parks ani Recreation shall prepare a general
recreation assessment stud.`y plan for the Frank ' s Tract State
Recreation Area to carry o`tt the Declaration of Purpose adopted
for the SRA by the State Park Commission and the department,
which states,
"The purpose of Frank' s Tract State Recreation Area is to
perpetuate , as a recreation resource , the flooded island in
the Sacramento-San Joaquin Delta known as 'Frank' s Tract' and
to provide permanently the opportunity for water-related
recreational activities so that the recreational , scenic,
historical, scientific and natural values of 'Frank' s Tract '
and related portions o. the Delta may be enjoyed by the
people. " , (Adopted Marrh 25 , 1966)
The department shall have prime re-sponsibility for the study and
shall be assisted by the Department of Boating and Waterways , the
Department of Fish and Game , the Office of Emergency Services,
the Department of Water Resources and the Wildlife Conservation
Board . The department also shall consult other affected federal ,
state and local agencies. , The study shall be submitted to the
Legislature no later than 6eeember 97 1984 February 1 , 1985. It
shall include the followinci:
• Consideration of recfeation uses and alternatives to
mitigate wave damage to surrounding islands and tracts:

• Consideration of restoring the berm around Frank' s Tract
Lake. This shall be developed with assistance from the
Department of Water Resources and shall consider alternatives
including, but not limited to rerocking the berm, using spoils
from the Army Corps of Engineers dredging in the vicinity,
creating a sandy beach along portions of the berm and
establishing nature preserves and wildlife habitat areas along
portions of the berm.
• Consideration of repairing the Little Frank' s Tract levees
and pumping out the interi6r of the island. This shall be
prepared with assistance ffom the Office of Emergency Assistance.
• Consideration of permanent restoration of the Little
Frank' s levees.
• Consideration of devg'.lopment of boat-in facilities at
Little Frank' s Tract and along the' Frank' s Tract Lake berm,
including private developmFnt of such facilities.

• Consideration of cla"ssification of Little Frank' s Tract as
a natural preserve and of the federal wetlands funding that would
be available i-f Little Frank' s Tract were mai tanned as a marsh.

District involvement in th6- operation and development of the
State Recreation Area. This proposal shall be developed in
consultation with the apprbpriete Gentra Geeta eeunty ageneies
East Bay Regional Park District.
• Consideration of con'ession operations in the State
Recreation Area for privata development of recreation facilities ,
including marinas.
• Preliminary estimate's of the costs and sources of local ,
state , federal and private funding for proposals in the study.
