HomeMy WebLinkAboutMINUTES - 04101984 - X.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY9 CALIFORNIA Adopted this Order On April 10 , 1984 by tM following rote: AYES: Supervisors Powers , Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: Supervisor Fanden SUBJECT: Acme Fill Supervisor Schroder having commented that he had learned that because of the recent closing of the Acme Fill site to the garbage collectors , it will be necessary for those collectors to transport refuse to West County and to locations outside the County, and that he was concerned about the additional cost involved to the citizens of Contra Costa County; and he was concerned that the U.S . Army Corps of Engineers had not granted the necessary permit to allow continued operation of Acme Fill ; and Supervisor Schroder having advised that he had asked Sanford Skaggs , representing Acme Fill , to attend the Board's meeting this day, as_well as those collectors doing business in District III ; and Mr. Paul Kilkenny, Assistant Public Works Director, having advised that the Acme Board of Directors , because of the imminent total closing of the Acme Fill site , had decided to divert as much of the waste stream to other collection sites as possible so as to prolong the life of the Acme site to service the public , and having suggested that Mr. Skaggs provide the Board with the details ; and Mr. Skaggs having appeared and having reviewed the matter in some detail , including actions taken by Acme to expedite the decision of the U.S . Army Corps of Engineers and a request to Alameda County to remove the restriction barring Contra Costa County garbage companies from hauling their trash to the Vasco Road landfill near Livermore, and having requested the Board to support those actions ; and Board members having discussed the matter; IT IS BY THE BOARD ORDERED that the Chairman is AUTHORIZED to execute the following: 1. Letter requesting the Board of Supervisors of Alameda County to amend its policy to allow disposal operators in Contra Costa County to utilize the dump site on Vasco Road, near Livermore, on an interim basis pending resolution of the closure of the Acme Landfill site to commercial operators . 2 . Letters to the Regional Water Quality Control Board and the California Waste Management Board urging expedition of the necessary clearances for Acme ' s expansion application. 3. Letter to the U.S. Army Corps of Engineers supporting the expansion of the Acme Landfill site and urging that a decision be made promptly, .and advising the Corps that the Board' s support of the expansion is not limited in time . 4 . Letters to City Councils and Sanitary Districts within Acre Fill ' s service area urging their communication to the aforesaid agencies supporting Acme ' s application. DOOL Supervisor Fanden announced that she was abstaining for the reason that she was not satisfied with the information available on the closing of the Acme site and that she favored limiting the permit to a two-year period. Supervisor Fanden thereupon requested that a General Plan Review for the Vine Hill-Arthur Road area be brought to the Board as soon as possible . Supervisor McPeak advised that she wished to underscore that the County' s Solid Waste Plan, which includes the expansion of the Acme site, was unanimously approved by this Board, as well as the majority of the cities of Contra Costa County.
